About the role

This position will be for a one-year term and will engage in the Governance Project, a joint project of the Center on Budget and Policy Priorities (CBPP) and Governing for Impact and others as the project evolves. The goal of the project is to track and analyze executive actions taken by the Executive Branch, identify the actions that are harmful to people, communities, the economy, and governance, and work to educate policymakers, media, stakeholders, and the public about the actions and their implications with the goal of pushing back against them and reducing harm. 

The Senior Fellow, in collaboration with the Governance Project team members within CBPP and those housed in other organizations as well as CBPP’s leadership, communications and government affairs departments, and the Senior Vice President for Federal Fiscal Policy, will: 

  • Track executive actions and identify those that have potentially significant harmful impacts.
  • Analyze the legal and policy questions related to the action.
  • Consult with other members of the project both within and outside of CBPP as well as other experts about the action, the potential impacts, and potential avenues for blocking, mitigating, or delaying harm.
  • Prioritize the actions the project will engage on, and the depth of that engagement based on the potential impact of the action, its precedent-setting potential, and other factors.
  • Develop and execute on an action plan for actions on which the project will engage, including writing, speaking, helping other stakeholders engage, educating policymakers, engaging with media, and engaging with those who may consider litigation.
  • Guide a process for deciding where written products should be released from (CBPP or other entities).
  • Engage with other CBPP analysts and experts as executive action issues arise in their areas of expertise and provide assistance with those issues.
  • Consider what new executive actions the Administration may take and seek out a strategy to try to forestall or prepare for those actions.

The Senior Fellow will be a part of CBPP’s Federal Fiscal Policy team and report to the Senior VP for Federal Fiscal Policy. They will engage in team-level and CBPP-wide activities, including CBPP onboarding requirements, federal fiscal team staff meetings, all-staff meetings, and equity and inclusion sessions.  

The position is in Washington DC and the Senior Fellow will comply with our in-office schedule, which generally requires in-person attendance Tues and Wednesdays and one Thursday per month. The fellow must comply with all CBPP personnel policies, including disclosing outside employment (including consulting), IT policies and trainings, and all other policies in the personnel handbook.
