Job Description:
Under limited supervision, performs full-performance professional accounting work involving a wide variety of accounting and related financial activities. Work is performed with multiple funding sources and agency programs.
Examples of Work:
• Collect, review and interpret data on vouchers, invoices, and other source documents, files, or databases to ensure the information is accurate and complete and in compliance with established agency policies and procedures to identify possible adverse and other financial conditions.
• Route source documents for approval and prepare vendor payments in the accounting system.
• Review accounting transactions for completeness and accuracy; reconcile account discrepancies and propose resolutions to correct discrepancies by performing account adjustments to correct business unit and object code as needed.
• Process daily deposits after reviewing monies received for completeness, accuracy, and compliance with relevant laws, regulations, and agency procedures ensuring all funds are remitted to the State Treasurer in a timely manner.
• Correspond with customers on returned checks and ACH’s including tracking outstanding bad check/ACH’s and developing follow up procedures.
• Prepare and distribute agency billings (IBTs) to other State agencies and customers.
• Reconcile various system reports to ensure transactions have been processed completely and accurately.
• Advise non-Finance staff, service providers, customers or other billing entities concerning accounting procedures and policies in response to inquiries.
• Troubleshoot and provide guidance in the resolution of accounting problems.
• Set up new vendors with appropriate address book information.
• Using the accounting system, enter new agency contracts, release purchase orders from existing contracts, track contract usage and end dates, work with legal team to ensure contract terminations and renewals are completed as needed.
• Work closely with State Treasurer personnel to provide ACH or EFT information for customers and vendors.
• Place orders for various printing or office supplies as needed.
• Prepare spreadsheets, correspondence, reports and other research as assigned.
• Organize and file all accounting documents.
• Ensure compliance with records retention polices.
• Interpret appropriate federal and State laws, rules, regulations, and standards to ensure compliance and efficient operation in accordance with prescribed accounting processes.
• Recommend improvements to existing processes that will more effectively meet agency goals and objectives
Requirements / Qualifications:
Minimum Qualifications: Associate’s degree in accounting or related field and two years’ experience processing payments and deposits with Oracle ERP system, such as EnterpriseOne (E1) or the Payroll and Financial Center (PFC) utilized by the State of Nebraska, or a bachelor’s degree in accounting or related field. Experience may substitute for education on a year for year basis.
Knowledge, Skills and Abilities:
Knowledge of: the principles and practices of accounting theory and double entry accounting concepts and procedures; enterprise-wide computerized accounting systems; the methods of filing and maintaining accounting records; word processing and spreadsheet computer software programs; database management; research practices and techniques; federal and State laws and regulations applicable to accounting/finance operations.
Skill in: listening to and understanding information received; gathering and compiling data into spreadsheets and databases; using mathematical methods or formulas to compare and analyze data; developing and applying equations and/or formulas; compiling data from multiple sources into a single, comprehensive document or report.
Ability to: learn and apply the principles and concepts of specific agency programs, federal and State laws, rules/regulations and procedures of an accounting system; effectively communicate with agency staff and the public to provide and elicit information; classify accounting transactions, maintain, and reconcile accounts; extract data from established accounts; review accounting documents for completeness and conformance with specific requirements and to take the appropriate corrective action when necessary; compute and compile financial data involving the use of addition
