Overview
The Vermont Agency of Transportation (AOT) is conducting a search for the next Special Services Bureau Director - AOT Senior Manager III. This is a mission critical role at AOT that provides counsel to the Agency's leadership on critical infrastructure sector emerging issues, oversees the Agency's disaster response and recovery programs, advances the work of the employee safety and hazardous materials programs, and oversees the Agency's encampment program.
Responsibilities include:
- Managing a team of professionals dedicated to the Transportation Systems Critical Infrastructure Sector, consisting of seven key modes (aviation, highway and motor carrier, maritime, mass transit and passenger rail, pipeline systems, freight rail, and postal and shipping), of which VT contains all. This position leads the team of occupational health and safety professionals, hazardous materials experts, and emergency management staff who serve our Agency statewide and are dedicated to actively managing the Agency's readiness to respond to varying incidents and disasters.
- Management of three teams of employees with diverse missions
- Effective management of complex programs and the management of staff and consultants to meet all federally mandated requirements and the Agency's strategic goals.
- Promote and mainstream the Agency's emergency management initiatives, the development and delivery of training and the articulation and implementation of EM policies, procedures and practices.
Among the most important responsibilities of this position are the following:
- Serve as the primary point of contact for the Agency's Encampment Policy and supporting program.
- Support and back up the subject matter expert for AOT emergency management issues at the state, local, and national level. May serve as primary contact for Vermont Emergency Management when the Agency's Emergency Manager is unavailable.
- Manage a comprehensive disaster planning, response, and recovery Agency-wide program.
- Serve on councils, commissions, committees, and task forces on behalf of the Division Director and the Agency. Make presentations, provide testimony, and conceive and articulate Agency policies and positions on emergency management and safety issues.
- Comprehensive knowledge and application of relevant federal and state laws, state and agency policies, and the regulatory framework of a complex network of federal programs.
- Oversee the ongoing development and revision of the agency's continuity of operations plans and individual facility safety plans.
While this position is eligible for intermittent telework, a fair portion of the work must be done in person, in Vermont. This critical leadership position reports to the Division Director of Finance & Administration, and represents the Division and the Agency at statewide, regional, and national events. Due to the statewide scope of this work, the successful candidate will need access to reliable transportation to travel frequently to locations around the state.
Compensation for this paygrade ranges from $96,928 - $153,025.60 annually.

Environmental Factors
Work is performed in both an office and field setting. Frequent visits to construction sites and district offices and garages are required. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Some evening or weekend work may be anticipated. A variety of strong adversarial opinions may be encountered.
Minimum Qualifications
Associate Degree AND ten (10) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.
OR
High school diploma or equivalent AND twelve (12) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation OR highway maintenance, engineering, construction, planning.
Special Requirements
Some positions may require registration as a Professional Engineer (PE).
