Functional Analyst – UAS Support Equipment, Property Accountability, and Operations Management

Overview
The Functional Analyst will provide specialized expertise in support of Uncrewed Aircraft Systems (UAS), focusing on support equipment management, property accountability, and operations management. This role requires a professional with a strong background in acquisition, logistics, business, or management to assist in the planning, coordination, and execution of tasks aligned with UAS lifecycle requirements. The Functional Analyst will collaborate with government stakeholders and cross-functional teams to ensure efficient and effective program execution.
Responsibilities
Support Equipment Management:
- Documentation Development: Identify, plan, and develop documentation to resource and acquire support equipment, including common, mobile, fixed, and specialized equipment required to sustain UAS operations and maintenance.
- Validation and Verification: Participate in support equipment-related activities such as Support Equipment Requirements Document (SERD) reviews, design reviews, logistics demonstrations, and testing.
- Standardization and Optimization: Analyze and assess support equipment requirements to reduce tools and support needs, implement standardization, and determine sustainment requirements throughout the UAS lifecycle.
- Fielding Support Equipment: Plan and identify requirements necessary for fielding support equipment to the Warfighter.
Property Accountability and Management:
- Daily Management: Provide support in the daily management of Government Property (GP), including hardware and internal use software (IUS), to establish and maintain accountability in accordance with Federal, DoD, and Army regulations.
- Lifecycle Transactions: Utilize the Defense Property Accountability System (DPAS) for lifecycle transactions such as receipt, issue, transfer, loan, inventory, movement, fielding, destruction, and disposition.
- Audit Readiness: Establish and maintain audit readiness for financial statement assertions related to property accountability and management.
- Physical Inventories: Schedule, conduct, and reconcile physical inventories to DPAS and initiate corrective actions for discrepancies.
- Disposition Recommendations: Review and recommend disposition of GFP using the Plant Clearance Automated Reutilization Screening System and loss case processes.
Operations Management:
- Task Management: Support the development and maintain status of tasks based on schedules, action item lists, minutes, and presentation material.
- Strategic Communications: Serve as the UAS Project Office Strategic Communications Officer, managing media relations, public affairs reviews, and the public release of documentation, videos, and photographs.
- Facilities Management: Act as the facilities manager, recommending space design and utilization, managing movement/relocation, and coordinating repairs and modifications within Government facilities.
Operations Support:
- Information Exchange: Manage information exchanges with internal and external stakeholders, archive key data within the Project Office SharePoint system, and develop policies and procedures for Government review.
- Tasker Management: Originate, coordinate, and assign tasker lead responsibility in the Project Office SharePoint Task Management System (TMS), track tasker status, and ensure timely responses to suspense dates.
- Organizational Engagements: Plan, coordinate, and execute organizational events such as meetings, town halls, industry days, and ceremonies.
Presentation Support:
- Graphic Design: Design, create, edit, and refine graphics, presentations, brochures, multimedia, and other communication products using Government-provided hardware and software.
- Conference Room Management: Manage conference room scheduling, teleconference support, and audio/visual equipment setup for Project Office meetings.
Qualifications
Required:
- Education:
- Bachelor’s degree in acquisition, logistics, business, management, or a related field.
- OR 9 years of task-related experience in lieu of a degree.
- Experience:
- Minimum of 6 years of task-related experience.
