Metropolitan Human Services District (MHSD) is seeking a dedicated and experienced leader to serve as Community Service Manager within Developmental Disabilities Services.
The incumbent provides leadership and oversight of the Community and Family Support system, including the Entry Unit, Individual and Family Support Services, Flexible Family Funds, Service Coordination, and Social Services. The Community Service Manager also serves on the Developmental Disabilities Leadership Team, contributing to program development, planning, operations, and strategic decision-making for Developmental Disabilities Services.
Examples of duties
Eight years of experience in providing health or developmentally disabled services, counseling, health care management, or social services; ORSix years of full-time work experience plus five years of experience in providing health or developmentally disabled services, counseling, health care management, or social services; OR
A bachelor's degree plus five years of experience in providing health or developmentally disabled services, counseling, health care management, or social services; OR
An advanced degree in a social sciences field, nursing, public health; public, hospital, or health administration; speech-language pathology or communication sciences and disorders; physical, occupational, recreational, or music therapy plus four years of experience in providing health or developmentally disabled services, counseling, health care management, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:Key Duties and Responsibilities
- Lead and supervise Individual and Family Support Services and Service Coordination staff, providing direction, coaching, technical assistance, and performance management to ensure effective delivery of services.
- Oversee person- and family-centered services for individuals with intellectual and developmental disabilities, ensuring supports promote independence, family stability, community inclusion, and quality of life.
- Manage program operations and service access, including oversight of the Entry Unit, eligibility processes, case assignments, support coordination, Flexible Family Funds, residential services, and related community resources.
- Ensure compliance and quality assurance with MHSD, OCDD, Medicaid, Civil Service, and applicable state and federal requirements, including case record reviews, performance standards, corrective action plans, and required reporting.
- Provide oversight of specialized programs, including the ACT 421 Children’s Medicaid Option and Pre-Admission Screening and Residential Review (PASRR), ensuring timely decisions, accurate documentation, appropriate billing, and compliance with program requirements.
