What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $175,000 to $200,000/annually, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

Denver's Right-of-Way Services (ROWS) manages most activities in the City's right-of-way. ROWS is responsible for determining requirements for improvements in the public right-of-way, as well as reviewing plans for regulatory compliance, issuing permits, and inspecting work in the areas of transportation, wastewater, and survey.
The Right of Way Services Team is seeking a Senior Engineering Manager, this position will primarily oversee and improve ROWS's development review and permitting functions, managing increasing demands with a focus on budget constraints while prioritizing employee well-being. The role also supports ROWS's organizational culture by fostering diversity, empowering staff, promoting transparent leadership, and encouraging a team-oriented environment.
Specifically, as the ROWS Senior Engineering Manager, you will:
Guide your teams to establish goals, objectives, policies, and procedures of the division to successfully support the realization of the department's strategic framework.
Coach managers and supervisors through effective delegation of authority and responsibility to foster succession planning and achievement of performance standards.
Employ metrics and dashboards to manage resources and ensure goals and objectives are met.
Create a work environment which encourages team members to recommend and implement process improvements and policies.
Ensure staff and financial resources are utilized appropriately and shift resources based on business needs and data within budget restraints.
Resolve operational and management issues, make decisions that are inclusive of multiple perspectives and solve underlying problems.
Foster collaborative relationships that benefit the organization when representing Right of Way Services in meetings with elected and/or appointed officials and other city entities.
Resolve escalated complaints.
Collaborates with ROW business unit data analysts, cross-divisional teams, and data specialists to develop and refine Key Performance Indicators (KPIs). Leads data collection and analysis across the division, identifying trends and opportunities to optimize performance and support strategic goals.
