Principal Planner, City Transportation Initiatives

STV is seeking a Principal Planner, City Transportation Initiatives to join our Planning division at our Washington D.C. office. The Principal Planner for City Transportation Initiatives will lead and coordinate the planning, development, and implementation of transportation projects and policies that enhance mobility, accessibility, and sustainability across a range of urban contexts. The scope of this role includes client projects and programs within the Mid-Atlantic region and nationally. The successful candidate will work closely with various stakeholders, including city departments, government agencies, community groups, and consultants, to develop comprehensive transportation plans that align with the city’s strategic goals. The successful candidate will have a deep understanding of urban transportation planning, experience managing complex projects, and a commitment to creating equitable and innovative transportation solutions.
Key Responsibilities:
National Practice Development: Lead development of STV’s complete streets and safety practice areas as key aspects of the STV Cities Initiative. Identify core team personnel and strategic near-term projects that build and demonstrate capability in the municipal planning practice. Lead and support related production activities for high-quality deliverables.
Project Leadership: Oversee the planning and execution of citywide transportation initiatives, including multimodal transportation plans, traffic management strategies, and public transit projects.
Team Leadership: Mentor and supervise junior planners and project managers, fostering professional growth and ensuring high-quality work outputs.
Stakeholder Engagement: Facilitate collaboration among city departments, regional agencies, community organizations, and the public to ensure that transportation initiatives meet the needs of all stakeholders.
New Business Development: Working with CoE and STV regional leadership, provide focused project and client development. Identify and track key conferences and events that strategically align with related service development. Develop strategy, structure, and content in preparation of sales and marketing material associated with municipal services.
Policy Development: Lead the development of transportation policies and guidelines that promote sustainable, efficient, and inclusive transportation networks.
Data Analysis and Modeling: Utilize data-driven approaches and transportation modeling tools to assess current and future transportation needs, identify trends, and develop effective planning solutions.
Plan Development: Develop and update long-range transportation plans, integrating land use, economic development, and environmental considerations.
Community Outreach: Design and implement public engagement strategies to gather input, build consensus, and inform the community about transportation initiatives and projects.
Grant Writing and Funding: Identify funding opportunities, prepare grant applications, and manage awarded grants to support transportation initiatives.
Performance Monitoring: Establish and track key performance indicators (KPIs) to monitor the effectiveness of transportation initiatives and make data-informed adjustments as needed.
Reporting and Communication: Prepare reports, presentations, and other communication materials to convey project progress, outcomes, and recommendations to city leadership and the public.
Qualifications:
Master’s degree in Urban Planning, Transportation Planning, Civil Engineering, Public Administration, or a related field.
Minimum of 12 years of experience in urban transportation planning, with at least 3 years in a leadership or senior planning role.
Proficiency in transportation planning software (e.g., GIS, traffic simulation models), data analysis, and project management tools.
In-depth understanding of transportation policy, planning principles, and regulatory frameworks at the local, state, and federal levels.
Demonstrated ability to manage large-scale projects with multiple stakeholders, complex timelines, and budgetary constraints.
Excellent written and verbal communication skills, with experience in public speaking and presenting to diverse audiences.
Strong analytical and critical thinking skills, with the ability to develop innovative solutions to complex transportation challenges.
Proven ability to lead teams, manage cross-departmental collaboration, and drive projects to successful completion.
AICP (American Institute of Certified Planners) certification is highly desirable.
