Job Summary
The Regional Center Liaison II supports L.A. Care’s efforts to improve the healthcare system for people intellectual and developmental disabilities. Conducts regular on site visits to L.A. County Regional Centers. Works with community-based organizations to educate staff and consumers about L.A. Care's processes and initiatives that impact people with intellectual and developmental disabilities. This position is responsible for gathering information and conducting analysis to identify access barriers, recommend enhancements, and develop and implement process improvements. Participates in care coordination team efforts and identifies cross functional and activities and responsibilities between Medical Management and Long Term Services and supports staff. Works directly with Medical Directors to facilitate timely reviews, update, routing, and approval of applicable documents and reports. Participates in transition plans for Regional Center (RC) members. Builds and maintains relationships and collaborations with state agencies, advocacy groups, provider associations, and community based organizations. Communicate with multiple organizational departments to facilitate collaborative care of process improvement.
Duties
Provide on site training for L.A. County RC staff and may include individual education. Training topics include processes, initiatives that may impact people with intellectual and developmental disabilities.
Act as liaison between RC staff, clients and Health Plan. Facilitate communication of RC staff barriers and issues and assist with resolution. This includes building and maintaining relationships and actively participate as a care coordination team member.
Manage projects related to improving access to care for seniors and people with disabilities. Conduct analysis from cases, ongoing onsite visits, meetings with Community Based Organization (CBO's) and meetings with the Regional Center clinical leaders to identify access barriers and share with health plan leadership recommend enhancements, and develop and implement process. Assist with data and reporting needs.
Staff disability-focused health fairs. Attend Health Fairs which may occur outside normal business hours.
Perform other duties as assigned.

Education Required
Associate's DegreeIn lieu of degree, equivalent education and/or experience may be considered.Education Preferred
Bachelor's Degree in Public Health or Related FieldExperience
Required:
Experience in field of social services, community advocacy.
At least 0-2 years demonstrated experience working with people with disabilities, seniors, low economic status populations, or other diverse communities, in settings such a s community-based organizations, healthcare organizations, social service agencies, clinical settings, or civic organizations.
Preferred:
Knowledge of managed care, previous experience with a health plan or managed care entity, an understanding of Medi-Cal and Medicare, and sensitivity to the vulnerable and diverse Los Angeles County population L.A. Care serves a plus.
Experience working with people with intellectual and developmental disabilities strongly preferred.
Experience with the Regional Center system strongly preferred. Knowledge of healthcare and access issues for seniors and people with disabilities a plus.

Preferred:
Bilingual in one of L.A. Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese.
