Summary
The Facilities Management division of the Facility Services department is seeking a Facilities Operations Manager (FOM) within the Public Safety area to provide oversight and management of multiple Hennepin County buildings on its 60-acre campus located in Plymouth, MN. These buildings include the Adult Correctional Facility (ACF), Sheriff's Emergency Communications Facility (ECF), and new Sheriff's Public Safety Services Headquarters (PSS HQ), and 8 communications radio towers located across the county. The role will oversee and collaborate with the ACF campus team, which consists of 13 dedicated staff members.
The campus showcases a unique blend of history and innovation, housing one of the county’s oldest buildings while also standing among the newest thanks to recent upgrades. These improvements include a new Darcy system and a modern dual-fuel boiler system that supports geothermal heating and cooling. The site also features an extensive solar field and rooftop solar installations to expand renewable energy use. Additionally, the PSS HQ incorporates a green roof and new modern technologies to further enhance sustainability and efficiency.

Location and hours:
This position is on-site and located at the County's 60-acre campus located at 1145 Shenandoah Lane, Plymouth, MN 55447. Additionally, it will be required on an ongoing basis to travel to 8 communications radio towers located across the county. Work hours are Monday through Friday, 7 a.m. – 3:30 p.m., with the requirement of being on-call 24/7 and available after-hours. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
- Supervise county and contract employees; hire, train, manage, and evaluate performance.
- Perform routine building and grounds inspections; maintain all assigned facilities to be in a clean, safe, comfortable, energy efficient, and fully operational condition.
- Perform janitorial inspections, hold contractors accountable for any deficiencies, document and report issues or concerns with contractors, review invoices for accuracy and compliance.
- Plan, assign, and supervise the operation, maintenance, and repair of building systems and services, enforce safety rules/regulations.
- Manage the commodity or service contract process including creating requests for contract/bid, coordinating schedules, recording time and material costs, evaluating and reporting vendor/contractor performance, verifying orders received, and approving invoices for payment.
- Create operating budgets for assigned facilities, prepare monthly budget forecast reports, and maintain/monitor budget accounts in compliance with Hennepin County accounting rules.
