Description

Position Summary:

The Clinical Social Worker is responsible for providing clinical case management services and supports to foster care families, advocacy for children in treatment foster care, functioning as a liaison between families and referring agencies and active participation in the self-managed team.

Position Responsibilities:

In a manner consistent with supporting The Arc NCR Mission Statement Clinical Social Worker shall do the following:

  • Conduct comprehensive biopsychosocial assessments of children placed in Treatment Foster Care to identify client strengths and needs, utilizing appropriate assessment tools and clinical judgment.
  • Develop, implement, and monitor comprehensive treatment plans and clinical interventions to address critical needs impacting the functioning of youth in Treatment Foster Care Program.
  • Conduct a minimum of two monthly face-to-face monitoring sessions with children and families on the assigned caseload.
  • Participate in an on-call rotation providing 24/7 emergency response, crisis intervention, and support for Treatment Foster Parents and children.
  • Manage a caseload of 6-10 children in Treatment Foster Care placements.
  • Effectively advocate to ensure the safety, permanence and well-being of children placed within the program. This includes monitoring the basic care of the child, regular safety checks of the child’s living environment, and ongoing monitoring of the Treatment Foster Home.
  • Provide continuous clinical case management for up to 10 foster care families that promotes optimal functioning and satisfaction. This includes monitoring changes in family composition, routines, and resources.
  • Provide training and information to Treatment Foster Care Families and Children to enhance self-efficacy and self-awareness.
  • Conduct quarterly updates of all treatment plans in accordance with COMAR and agency policies.
  • Lead the development and implementation of treatment plans.
  • Supervise, coach and support foster care families in meeting all regulatory requirements as well as meeting the basic and specialized care needs of children in placement.
  • Act as a liaison between treatment foster care families, referring agencies, and other stakeholders (i.e. CASA, attorneys, Citizens Review Boards, etc.).
  • Assist in recruiting, vetting, training, certification, and monitoring of Treatment Foster Homes in accordance with COMAR and DHR/SSA guidelines.
  • May supervise undergraduate students and provide assistance to graduate students and volunteers during internships.
  • Ensure compliance with applicable funding and regulatory agency requirements (e.g., foster care provider training, documentation, certification, and recertification).
  • Maintain accurate and complete records of all required documentation.
  • Adhere to all policies related to child placement, promptly and effectively communicating any changes in a child's placement (intake, discharge, respite, or program transfer).
  • Provide training, support, and guidance to Foster Parents to enhance their capabilities, boost confidence and competence, and reduce the likelihood of disruption for children in care.
  • Submit all expense reports and mileage reimbursements in a timely and accurate manner.
  • Participate in the enhancement of community resources aimed at identifying funding opportunities tailored to the unique requirements of our supported population.
  • Undertake other duties as assigned, including special projects and cross-program development.

Qualifications

Education, Training and Experience:

  • Master’s degree in social work required.
