About the role

SUMMARY

Paragon Professional Services, a company within the BSNC family, is currently seeking a qualified Senior Level Project Support Analyst for The International Joint Commission (IJC), in Washington, D.C. This position will support program activities for the organization. Anticipated services include but are not limited to, the following activities: Maintain program continuity, uninterrupted high-quality work, and availability of required competent professional service employees; Obtain existing and future qualified professional service employees to meet the mission objective of the IJC; Provide a compensation package that attracts and retains competent professional service employees; Provide customers with a positive experience by maintaining a professional and efficient workforce; and If applicable, meet the travel requirements established for the individual professional service employee.

Wage/Salary Range: $80,000 -$100,000

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

o    Assist with acquisition planning, development of solicitations, requests for proposals, developing and drafting purchase orders, miscellaneous obligations, contracts, interagency agreements and cooperative agreements.

o    Provide assistance with all stages of the procurement process, including market research, development of statements of work, assistance in preparing cost estimates, and assistance with the reporting on contract status and the administration of contracts and agreements.

o    Assist with keeping the IJC up to date on developments in federal contracting and assistance with implementing G-invoicing for interagency agreements, including providing input on forms and processes for acquiring goods, services and supplies.

o    Assist with the preparation of procurement plans and necessary justifications and/or determinations and findings for review by the Contracting Officer Representative.

o    Assist in the preparation of purchase orders, contracts and other documents, assisting in keeping forms up to date with applicable acquisitions laws and regulations and that specifications are clear.

o    Maintain spreadsheets on all active and closed-out contracts and agreements including periods of performance, contract or agreement modification status, and status of deliverables.

o    Assist in keeping accurate records of contracts and agreements supported with U.S. funding for activities of the Great Lakes Regional Office.

Required (Minimum Necessary) Qualifications

o    Master’s degree from an accredited college or university in any major field of study, and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

o    Must be able to execute and sign non-disclosure agreements when they work with sensitive and/or proprietary information.

Knowledge, Skills, Abilities, and Other Characteristics

o    Strong communications skills, both oral and written, are required.

o    Knowledge of U.S. Federal Government contracting methods to procure a wide variety of goods and services through formal advertising and negotiations. This includes skill in negotiation sufficient to negotiate post award contract changes and settlements.
