Defense & Systems is seeking a highly motivated and self-directed Senior Proposal Manager to join the Deal Factory team. The Senior Proposal Manager is responsible for leading and managing the development of proposals/bids, supporting contract negotiation and assessment of customer requirements and commercial risk assessment. The ideal candidate will possess a well-rounded blend of technical acumen, contractual expertise, and program management proficiency. A major portion of the role involves leading proposal teams to achieve high quality winning proposals that are aligned to Customer’s objectives. Additional responsibilities include budget oversight, continuous improvement initiatives, and metrics management. The candidate is expected to have robust Commercial judgment, Lean tool proficiency, and process awareness to achieve outcomes required.Job Description
Roles and Responsibilities
Lead the proposal development process from pre-RFP release through post-submission phases.
Conduct comprehensive analysis of RFP requirements and develop compliant proposal outlines and schedules.
Manage proposal development activities including reviews, to ensure timely submission of high-quality proposals. Is able to have high level of autonomy and drive schedule for Senior leadership visibility deals.
Co-Lead kick-off meetings and proposal planning sessions to establish clear objectives, responsibilities, and timelines.
Coordinate with technical subject matter experts to ensure technical accuracy and integration of technical and commercial solutions into proposal narratives.
Assign tasks to team members, monitor progress, and provide guidance to ensure adherence to proposal schedule and requirements. Is able to train and influence teams to self-serve for lower level Pre-approved deals.
Conduct regular proposal reviews and revisions, may be involved in negotiation with customers; ensure deals deliver shareholder value; drive competitive pricing.
Requires strong commercial awareness and is expected to influence the development of strategy with link to product line and commercial growth.
Interprets internal and external business challenges and recommends best practices to improve products, processes, or services.
Uses high level of judgment to make decisions and handle complex tasks or problems within projects, product lines, markets, sales processes, campaigns, or customers. Has ability to assess quality of information given and ask pertinent questions to stakeholders or customers. Able to offer new solutions to problems outside of set parameters and can construct and provide recommendations.
May lead functional teams or projects focused on driving use of Lean Flight Deck tools and continuous improvement across Deal Factory processes aimed at improving critical KPIs.
Required Qualifications
Bachelor's degree from an accredited university or college.
5 years of experience in the Sales and/or Proposals, both commercial and government competitive.
OR
3 years of Experience in Program Management, Engineering Project management, Risk Management, Customer Account Management or Contract Management, within the Aviation or similar industry.
1 year Experience with Lean practices and tools.
Ability to travel 15% of the time.
Desired Characteristics
Excellent written and verbal communication skills, with the ability to effectively convey ideas and information to diverse audiences.
Strong organizational skills with meticulous attention to detail and the ability to manage multiple priorities and deadlines in a fast-paced environment.
Ability to work under tight deadlines and manage multiple proposals simultaneously.
Strong knowledge of Salesforce, Oracle and export control is advantageous but not required
Location
Long Island, New York on-site or full-time remote option with monthly site visits.
Domestic and International Travel is required for this position, 15%.
The base pay range for this position is $145,000 -$165,000 . The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary/ commission based on the plan. This posting is expected to close on April 15, 2026.
