Your Specific Responsibilities:
The Bureau of Vital Statistics provides for the statewide registration of all Florida vital record events, which includes all Florida births, deaths, fetal deaths, marriages, and divorces. The bureau issues more than 2.8 million certified copies annually. A centralized database allows all 67 counties to issue birth certifications, 1850 to present: death and fetal certifications, 2009 to present. Marriages, and divorces, 1927 to present, are available for certification from the state office. The bureau maintains more than 22 ½ million vital records. The bureau produces routine and special analysis and reports of vital statistics data; provides policy, procedure and monitoring of 67 county local registrars of vital statistics; 118 birthing hospitals; funeral directors, medical examiners and certifying practitioners; and numerous tax collector offices, in accordance with Chapter 382 Florida Statutes and Chapter 64V, Florida Administrative Code.
Position Description
This position is in the Records Registration and Quality Assurance Section of the Bureau of Vital Statistics and acts as Helpdesk and Records Registration team lead. The helpdesk and records registration unit provides statewide technical assistance and system support for the electronic and manual vitals records registration, whose users include medical examiners and staff, funeral directors and staff, physicians and staff, hospital birth registrars, the 67 County Health Department staff, and the 67 Clerk of Courts staff, all who are involved in filing Florida vital records.
1. Assist in organizing and establishing telecommunication procedures within the helpdesk unit, using electronic equipment to troubleshoot and diagnose the more complex issues detected via users. Oversee, coordinate and monitor the operation of the Records Registration unit with the manual entry of Birth, Death, Dissolution of Marriage, Fetal Death and Marriage records.
2. Maintain current knowledge of system requirements, modifications, and improvements and make recommendations for necessary changes or updates. Writes user acceptance test scripts for system updates and trains on use of script to test system and subsequent results. Coordinate and monitor monthly the electronic processing and import of Dissolution of Marriage and Marriage records, ensuring data clean-up is performed, and identify areas of improvement where needed.
3. Train new staff, as well as assist current staff in the use of equipment and operating procedures involved in the technical support of the electronic registration system, both manual and electronic, continuing to offer technical assistance beyond their scope.
4. Develop, monitor and ensure to conduct daily, weekly and monthly audit controls of the various functions within the two units. Daily: Helpdesk Tickets, Amendments, AFS's, Record Keying; Weekly: Scanning, Enumeration of Birth; Monthly: Transmittal Receipt Compliance Logs, Blue & Gold Report, Pending Medical Records and CDR Late Records Reports
5. Monitors the processing and tracking of system user access forms. Communicate with the telecommunications staff any unsolved issues. Monitor the maintenance and update of the Records Resource Management Database - distribution list for Clerk of Courts.
6. Perform other duties as required.
