Your Specific Responsibilities:

This position serves as the backup Purchasing Card (Scoped) Administrator for the Florida Department of Health, within the Purchasing Card Administration unit. The incumbent handles or assist with card maintenance which includes: ordering cards, inquiries pertaining to unallowable and allowable usage of the purchasing card, general Works inquiries, reviewing and updating policy and reviewing scope audits. Incumbent provides training as needed in the areas of new accountholder instruction, scope audit procedures and fuel purchases. Purchasing Card Analyst ensures that all attendees meet testing requirements as mandated by internal policy and accepted procedure prior to card issuance, Incumbent prepares training materials for accountholders.

Deals directly with the public, vendors, program office, county health departments, and other governmental agencies regarding inquires, both oral and written regarding payment and/or account status. This requires the ability to use FLAIR accounting records, My Florida Market Place, Financial Information System and accounting records within the Bureau of Finance and Accounting.

Acts as purchasing card liaison between cardholders statewide and the Purchasing Card Administration Unit (PCA) providing customer service as needed in the areas including, but not limited to; card distribution, approval limits, charge approval, reconciliation procedures, and card cancellation.

Distribution of all new cards received and monthly card renewals ensuring that all information is entered in the Purchasing Card Works System timely and accurately. Monitors all pending card stock to ensure cards are distributed within the internal guidelines set by the department.

Cancels all cards returned to the PC office or requested via email or phone contact, immediately upon request to ensure the security of the card and the overall vitality of the program.

Required Knowledge, Skills, and Abilities:

Knowledge of the FLAIR accounting system and state disbursements procedures. Must be proficient in Microsoft Word, Excel, and the use of database software. Incumbent must have a clear understanding of auditing principles and methodology.

Qualifications:

Must Use basic math skills to problem solve; Maintain CHD/Program Office inbox; Responsible for the research of vendor and program office inquiries as assigned; Requires ability to use Works, Axiom Pro, MFMP(AOD) and Financial Information Systems (FIS).

Preferred - Requires ability to use TEAMS, Works, Axiom Pro, MFMP(AOD) and Financial Information Systems (FIS).
