Job Summary:

The Arizona Attorney General’s Office State Government Division/Public Law Section is seeking a Senior Litigation Counsel to assist with litigation matters arising in the administrative law context and to advise and represent state agencies and boards.

This position may be eligible for Remote Work two days a week.

Job Duties:

This Senior Litigation Counsel position provides legal counsel for the State Government Division (SGD)/Public Law Section (PLS). The attorney is responsible for providing legal advice and representation to PLS client agencies, commissions, and boards as assigned, including but not limited to the Arizona Department of Veterans Services. PLS represents a diverse group of state agencies and boards involved in areas such as financial regulation, promotions, military affairs, and agriculture. The attorney's duties include, but are not limited to, performing legal research, preparing pleadings, presenting arguments and evidence at hearings in federal, state, and administrative tribunals and handling any associated appeals; providing advice and counsel on legal issues, reviewing and approving contracts, handling contract disputes and procurement matters. Advice matters include, but are not limited to, administrative law, statutory interpretation, application of court rules, open meeting law, public records requests and public monies issues.
As Senior Litigation Counsel, this attorney will mentor other PLS attorneys and provide guidance on litigation and advice matters. In addition, the attorney may handle or assist other attorneys with judicial review actions, appeals, and other litigation involving agencies and boards represented by multiple Sections in SGD. The litigation matters may involve occupational licensing, administrative law, and/or constitutional issues.

Knowledge, Skills & Abilities (KSAs):

Knowledge and understanding of applicable Arizona statutes, federal laws, and the rules and regulations of state and federal courts.
Knowledge of legal techniques, the basic concepts of American Jurisprudence, and of the formats utilized in the preparation of legal documents.
Comprehensive knowledge of and ability to apply general legal principals and the ability to grasp new areas of law in a timely and efficient manner.
Knowledge of the scope and character of overlapping Arizona statutory law and Arizona constitutional provisions, trial and administrative hearing procedures and rules of evidence.
Ability to understand statutory and case law construction and provide an explanation of those constructs to non-attorney directors and staff of client agencies.
Skill in legal and factual issue analysis, legal research, legal writing, oral presentation and negotiation. Skill in all aspects of litigation, including discovery.
Ability to perform demanding legal research involving complex questions of law.
Ability to analyze difficult and complex legal issues and to apply legal principles and precedents.
Ability to present statements of fact, law and argument involving multiple parties clearly and logically in written and oral form.
Ability to make presentations to non-attorney audiences on legal and administrative matters.
Abilities include effective and situation-appropriate interpersonal communication, good judgment, high ethical and professional standards.
Ability to function well under a high volume of work, time constraints and stressful situations.

Selective Preference(s):

Experience in litigation and/or administrative law. Background in government or corporate work is helpful.
