Raytheon Vision Systems (RVS) is a world leader of focal plane arrays and flight-based vision systems supporting a myriad of defense, surveillance, space, and weather tracking applications. We have an immediate for a Principal Specialist, Contracts to join our team in Goleta, California. In this role you will be part of a team of Contracts professionals responsible for supporting the Space and Tactical Portfolio of programs. The selected individual will play a strategic role being responsible for the guidance, support and administration of a variety of United States Government (USG) Agency contracts and as Prime Contractors performing a mixture of Cost Plus (Cost Plus), Firm Fixed Price (FFP) Development, Other Transaction Agreements (OTA), and Time & Material (T&M) contract types.

The ideal candidate must be outgoing, high energy, well organized, detail oriented, responsive, responsible, and able to multiplex multiple tasks simultaneously, all in a fast-paced environment. This is role is an important member of the RVS Contracts team, supporting and owning contract administration actions with an emphasis on employing sound change management, customer interface and communication skills. This position will report directly to the Senior Manager, Contracts.

What You Will Do

  • Perform as key contributor during the pre-proposal strategy, proposal development, negotiation, and start up phases of programs.

  • Analyze Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration

  • Collaborate closely and provide sound contract guidance to Proposal Managers, Chief Engineers, Business/Estimating and Supply Chain to construct, submit, and negotiate terms and conditions that comply with company policies

  • Provide sound guidance to the Program Manager regarding contractual and business issues, contractual rights and obligations as well as possible mitigation of contractual/program risks that meet customer obligations, achieve company objectives, and comply with company policies

  • Effectively manage multiple contracts, contractual scope, and terms and conditions to ensure work is performed to the overall contract

  • Establish and maintain effective working relationships with customers and internal partners

  • Minimal travel requirement to customer locations

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum five (5) years prior relevant experience, or an Advanced Degree in a related field and minimum three (3) years’ relevant experience

  • Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplemental (DFARS) and related government regulations and contracts

  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract

  • Professional, effective written and verbal communication skills to interface with all levels of internal and external customers; thorough analytical skills; excellent interpersonal skills; be adaptable to a variety of business situations

  • Experience working in an exciting environment and ability to multi-task across multiple programs

  • Demonstrated record of responsiveness with excellent time management and organization skills

  • Able to recognize business and contractual issues in program performance implement solutions; carry to completion, while exercising good judgment with minimal supervision

  • Proficient in computer skills including MS Office Suite (including MS Word, Excel, and PowerPoint)
