About the role

Senior Accountant - Accounting Services and Professional Standards which under general direction, performs professional accounting work in the interpretation/application of complex rules, regulations and financial data and in the development/maintenance of City financial and accounting systems.

IDEAL CANDIDATE PROFILE

The ideal candidate for this position will:
• Possess the high degree of technical knowledge of both modified accrual and full accrual GAAP accounting needed to prepare the Annual Comprehensive Financial Report (CPA preferred)
• Have familiarity with ERP accounting software (experience with Workday preferred)
• Be self-directed and able to take initiative to solve complex problems
• Be proficient in Excel functions, including but not limited to if/then formulas, pivot tables, and lookups
• Be able to develop financial policies and procedures and implement new GASB pronouncements
• Be familiar with audit standards and procedures
• Be able to explain financial concepts in both financial and non-financial terms
• Be able to work independently

Essential Functions

1) Accounting Services and Professional Standards
The essential functions of this position include but are not limited to:
1. Responsible for the professional management and completion of all assigned accounting/finance functions.
2. Responsible for the content and publication of the Annual Comprehensive Financial Report; as project manager, establish time lines, coordinate city-wide financial data, review data and validate information, investigate/resolve discrepancies.
3. Assure financial system integrity through monitoring and complex analysis of a full range of accounting activities.
4. Serve as City liaison to the State Auditor's office; responsible to coordinate, facilitate, plan and provide information for the annual State audit; attest to validity of audit information.
5. Conduct complex financial and trend analysis, interpret data and provide recommendations and schedules for major accounting functions, such as long-term debt.
6. Performs journal and general ledger entries; capitalizes accounts; analyzes accounts and performs account adjustments, prepares debt schedules.
7. Manage the financial aspects of a variety of grants and special funds.
8. Report annual financial data to the EMMA Dataport as required by reporting agencies.
9. Conduct a variety of special projects such as: new accounting systems, management reports, fixed asset accounting and financial analysis.
10. Prepare, audit, balance and analyze financial statements.
11. Review budget classifications for accuracy and/or against other accounting system criteria.
12. Coordinate and prepare annual Grant Reporting as required by federal and state agencies. This includes reviewing grant documents, providing training to departments on grant reporting requirements and working with departments to ensure that the city has complied with all grant requirements.
13. Provide financial system and accounting counsel and assistance to departments city- wide.
14. Assist others in interpreting official financial reports, contracts and various financial regulations.
15. Assist others in the issuance of debt for the City of Olympia
16. Notify management of accounting system problems and recommend changes and improvements.
17. Interpret detailed agreements and rules and apply to specific transactions.
18. Punctual, regular and reliable attendance is essential for successful job performance.

Experience/Education:
1. Graduation from an accredited college or university with a four year degree in Accounting, Governmental Finance, or a closely related field plus two years progressively responsible professional accounting experience required. Relevant experience may be substituted for a degree.
2. Municipal or local government experience preferred.

Special Requirements:

1. Valid Washington State Driver's License may be required.
