In your role of Resident Operations Manager you will work within The Housing Company which is a non-profit organization whose primary purpose is to preserve Idaho’s existing affordable housing stock, facilitate development of new housing in under-served areas of the state, and provide quality professional property management for affordable properties.
The Resident Operations Manager is the primary executive officer responsible for The Housing Company’s rental housing portfolio, including leasing operations, compliance, resident fulfillment, asset maintenance and related property management functions. Working with the Company’s Director, the Manager will also be responsible for implementing business development strategies.

In this role, you will be responsible for the following:
Leadership & Staff Management:
- Supervise and support Regional Property Management and Compliance Staff, provide training and accountability for performance of properties and compliance management.
- Provide ongoing training, development, and performance management to ensure staff is well-equipped to meet operational goals.
- Foster a collaborative, customer-focused, and high-performance work environment.
- Ensure Fair Housing rules are followed, and all staff is properly trained and properties maintain compliance.
- Ensure effective communication with on-site staff about policies, events, and changes.
Financial & Asset Management:
- Monitor and manage leasing efforts to maximize occupancy rates and ensure that affordable housing units are leased to qualified tenants. Ensure successful lease-up of new properties.
- Prepare and deliver regular performance reports to the Director, ownership, investors, or regulatory agencies on financial performance, occupancy levels, maintenance issues, and tenant relations.
- Evaluate market conditions, adjust rent strategies as necessary, and ensure that properties are competitive within the affordable housing market.
- Assist Accounting with Annual Audit.
- Ensure properties are properly maintained and adhere to safety standards by supervising and coordinating regular property inspections and maintenance tasks.
- Create and Monitor Property Management Budget.
Strategic Planning & Growth:
- Develop and implement long-term strategies for property growth, tenant retention, and revenue optimization, while maintaining the affordability and integrity of the properties.
- Identify opportunities for improvements, renovations, or additional services that would enhance the living experience for tenants or increase property value. Market and lease-up new properties and qualify units for tax credits
- Work closely with executive leadership to support organizational goals and ensure alignment with business strategies.
- Outreach to property management community to build relationships and grow third party management portfolio.
- Working with Resident Services, foster a positive and supportive living environment by promoting community engagement, resident activities, and services that enhance tenant well-being.
Affordable Housing & Compliance:
- With the support of the Compliance Manager, ensure compliance with federal, state, and local affordable housing regulations, including those related to rent limits, income limits, tax credits, and other subsidy programs.
- Coordinate and prepare for periodic compliance inspections, audits, and program reviews by regulatory bodies.
- Maintain up-to-date knowledge of relevant laws and regulations, ensuring policies and procedures are updated as necessary.
