Position Summary

The Senior Administrative Investigator (Compliance Officer III) serves as a MassDOT lead investigator for complex administrative misconduct and compliance investigations. Reporting to the Chief Labor Relations Officer, this position independently conducts impartial, thorough, and timely investigations involving alleged employee misconduct, fraud, misuse of resources, ethics concerns, time and attendance irregularities, overtime abuse, and other administrative matters referred by Human Resources leadership. This position serves as an independent fact-finder and works collaboratively with Labor Relations, the Office of Diversity and Civil Rights (ODCR), the Commonwealth Center of Excellence (COE), Legal, Internal Audit, Security & Emergency Management, Information Technology, and operational leadership.

Matters involving sexual harassment, discrimination, protected retaliation, workplace violence under the Commonwealth Workplace Violence Policy, domestic violence, sexual assault, stalking, or other matters within the jurisdiction of the COE or ODCR shall be referred in accordance with established Commonwealth and MassDOT protocols.

Duties and Responsibilities

  • Conduct complex administrative investigations involving employee misconduct, workplace policy violations, fraud, theft, misuse of resources, ethics concerns, conflicts of interest, falsification of records, time and attendance irregularities, overtime abuse, insubordination, and other administrative matters. 

  • Develop investigative plans and determine appropriate investigative methodology.

  • Conduct interviews of complainants, respondents, witnesses, supervisors, and other involved parties using accepted investigative practices. 

  • Collect, preserve, review, and analyze documentary, electronic, payroll, photographic, video, and other relevant evidence. 

  • Assess witness credibility and reconcile conflicting evidence. 

  • Prepare comprehensive investigative reports documenting allegations, investigative steps, findings of fact, credibility assessments, conclusions, and recommendations. 

  • Present investigative findings to Human Resources leadership, Legal, and management. 

  • Coordinate investigative activities with Labor Relations, ODCR, COE, Internal Audit, Legal, and other stakeholders as appropriate. 

  • Assist with intake by providing guidance on investigative jurisdiction and referring matters outside the unit's authority. 

  • Provide guidance and training to managers regarding complaint reporting, evidence preservation, and investigative procedures. 

  • Identify systemic risks and recommend policy, training, or operational improvements. 

  • Maintain confidential investigative records and comply with applicable laws, policies, and collective bargaining agreements. 

  • Perform other related duties as assigned. 

Preferred Qualifications 

  • Five or more years of progressively responsible experience conducting administrative, compliance, employment, internal affairs, inspector general, or law enforcement investigations. 

  • Demonstrated experience independently conducting workplace investigations involving employee misconduct and workplace policy violations. 

  • Experience developing investigative strategies, conducting investigative interviews, collecting and analyzing documentary and electronic evidence, credibility assessment, and reaching fact-based conclusions. 

  • Demonstrated ability to prepare comprehensive investigative reports suitable for executive leadership, legal counsel, labor arbitration, administrative hearings, or regulatory review. 

  • Knowledge of investigative principles and practices, including evidence preservation and interviewing techniques.
