Navarro Research and Engineering is recruiting Facility Representative Support in Richland, WA.

The United States Department of Energy (DOE) Assistant Manager for Safety and Environment (AMSE) and Richland Filed Office (RL) requires support with operations field oversight. The Contractor shall provide Consultant II General Support Services Contractor (GSSC) to support in the following areas:

  • Plan and perform assessments of policies, programs, procedures, and processes related to operations, maintenance, testing, and facility readiness to support the RL Operations Oversight Division (OOD). Assignment may include activities covering site infrastructure, waste management, groundwater treatment and deactivation and demolition.
  • Perform document reviews and field observations of work activities to collect data in support of assessment evaluations and conclusions.
  • Document assessments in the DOE integrated Contractor Assurance System (iCAS) database.
  • Provide verbal communication (primarily in the form of briefs to OOD Director, Team Leads, and Facility Representatives) regarding activities performed in support of AMSE.
  • Evaluate effectiveness of corrective actions.
  • Attend training, meetings, and discussions relevant to ongoing oversight activities.
  • Support the Facility Representative Program (e.g., mentoring, training preparation, compiling metrics, procedure review/update, etc.).
    • Interface with DOE-ORP/RL subject matter experts.
    • Interface with Hanford site contractors.
    • Administrative functions.
  • Field oversight of assigned facilities to ensure facility contractors properly implement contractual requirements, providing a safe work environment, and demonstrating conformance with overall DOE safety performance standards and principles.

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner. The Contractor employee shall submit a weekly report to the technical monitor addressing work accomplished, and deliverable progress.

Additionally, the Contractor employee shall submit Operational Awareness and Surveillance reports for assigned facilities documented in the DOE iCAS database detailing oversight activities including document reviews, field observations, and personnel interviews.

Requirements

  • Bachelor’s degree in a related field of study.
  • Substantial demonstrated experience in the following:
  • DOE O 422.1 Conduct of Operations programs.
  • Construction safety and oversight.
  • DOE assessment process, techniques, and tools.
  • Hanford Tank Farms and/or Waste Treatment & Immobilization Plant processes and mission.
  • Fundamental understanding of nuclear, mechanical, electrical, chemical, and physical science concepts and their application to facility operations, environmental cleanup, facility D&D, waste management, including associated safety management programs.
  • Experience in safety inspections, incident investigation, causal analysis, management review and appraisal techniques, and quality assurance.
  • Capable of reading, interpreting and understanding the regulations associated with the DOE, Environmental Protection Agency, Occupational Safety and Health Administration, Nuclear Regulatory Commission, state and local, and related industry standards by the American Society of Mechanical Engineers, Institute of Electrical and Electronic Engineers and the American National Standards Institute.
  • Excellent communication skills.
  • Ability to complete appropriate security badging requirements.


Contractor personnel performing services under this call shall complete the following training based on assigned facilities:

  • HGET
  • Mask Fit
  • Asbestos Worker
  • Respiratory Training (Initial and Refresher)
  • 8 Hour HAZWOPER (Refresher or 40 hour)
  • Radiological Worker II (Initial or Refresher)
  • Beryllium Worker (Initial or Refresher)
  • HPMC Physical
