How can you make a difference? 

Under the direct supervision of the Nutrition Manager at UNICEF Timor-Leste and in close collaboration with the Ministry of Health and the Stunting Unit (Unidade de Missão para o Combate ao Stunting – UNMICS), the Consultant will play a key role in strengthening Nutrition Knowledge Management and Evidence Generation to support informed decision-making and impactful programming.

Purpose of Assignment:

• To establish a robust Nutrition Information Management System supports both development and emergency contexts. This includes field monitoring, visualization, dashboards, and tailored products such as briefs, profiles, and indexes.
• To integrate multisectoral nutrition indicators for comprehensive evidence generation, enabling evidence-based program planning and implementation
• To strengthen evidence-based program planning and implementation and facilitate knowledge management through field monitoring for advocacy and reporting purposes.

Work Assignment: 

1. Inception meeting, and detail consultancy workplan indicating the methodology to review dashboards and identifying areas of optimization.

2. Support municipal teams in data collection and validation for routine services and operational research, update community health volunteer (CHV) visuals/dashboard and add performance-based incentives page.

3. Link CHV and routine nutrition services coverage dashboards, conduct training of DPHO teams on utilization of dashboard for programme management (data analysis and planning) prepare monthly situation brief.

4. Update multisectoral dashboard, conduct cross-sector trends analysis, develop a mentoring plan for data focal points from MoH and UNICEF national officer.

5. Finalize integration of Nutrition & Multisectoral dashboards, conduct automated data quality checks, develop and share sitrep and Mentor data focal points from MoH and UNICEF national officer.

6. Develop municipal data review dashboard, build capacity of DPHO coordinators, Produce mid-year report and mentor data focal points from MoH and UNICEF national officer.

7. Link all three dashboards into one interface, configure access control, develop and share monthly bulletin. Mentor data focal points from MoH and UNICEF national officer.

8. Conduct system testing, incorporate feedback, mentor government focal points, produce performance analysis.

9. Review data consistency, refine visualizations, produce analytical reports, conduct refresher training. Mentor data focal points from MoH and UNICEF national officer. 

10. Ensure full operationalization of linked dashboards, prepare consolidated sitrep, disseminate through NWG. Mentor data focal points from MoH and UNICEF national officer.

11. Conduct end-of-year review, develop annual analytical report, present findings to IM-TWG. Handover to data focal points from MoH and UNICEF national officer.

12. Submit final report, handover dashboards, datasets, and documentation, develop sustainability plan.
