Job Duties

Are you knowledgeable of natural gas markets, infrastructure, and operations? Do you have experience in emergency management or disaster response planning? Then look no further! The Virginia Department of Energy, State Energy Office, is seeking a Natural Gas and Energy Security Analyst to serve as the SEO Natural Gas technical expert and lead stakeholder engagement with the industry. The successful candidate will also handle core functions related to energy security, emergency response, and support the Virginia Energy Plan. This position is currently approved to work a Hybrid telework schedule with four days in the office and one day of telework.

Minimum Qualifications

The successful candidate should have the following knowledge, skills, abilities, and experience in order to qualify for this position.
• Understanding of energy systems
• Familiarity with natural gas infrastructure and operations
• Up-to-date knowledge of natural gas industry news, regulations, and evolving market dynamics
• Knowledge of petroleum product supply chains and storage facilities
• Experience in emergency and disaster response planning, management, and coordination
• Understanding of incident command systems and emergency response protocols
• Proficiency in data analysis tools to track and monitor Virginia’s energy profile including energy supply and demand fluctuations
• Ability to forecast potential energy disruptions and their impacts
• Strong analytical thinking to interpret data, identify trends, and draw meaningful conclusions
• Capacity to evaluate complex scenarios and assess potential risks
• Effective communication to present findings clearly and concisely to diverse audiences, including stakeholders, and management
• Ability to articulate complex market dynamics in a straightforward manner
• Knowledge of state and federal regulations related to energy emergencies and critical infrastructure protection
• Awareness of relevant policies regarding energy market operations during disruptions
• Understanding of geopolitical factors impacting natural gas supply and demand
• Experience in the energy sector, preferably with a focus on analysis or research
• Ability to work extended hours as needed during an emergency event
• A strong working knowledge of computer business and communications application software (Microsoft Office Suite)
• A valid driver’s license with a good driving record

This position has been designated as required to file a Statement of Economic Interest in accordance with Section 2.2-3114 of the Code of Virginia. In addition, individuals accepted for employment will have to successfully pass a drug test, reference and background check as part of the Virginia Energy pre-employment process.

Additional Considerations

• Experience in regulatory issues, government procurement practices, financing programs, and contract administration in a progressively complex organization is preferred
