JOB BRIEF

The Global Human Resources (HR) Operations Specialist (Specialist) provides a full range of human resources operations support for USIP’s field offices around the world. This position directly supports USIP Headquarters, and Field Personal Services Contractor (PSC) and staff lifecycle (recruiting, hiring, onboarding, engaging, developing, retaining, and offboarding), through collaborating internally and across USIP Offices/Teams to deliver services to our field offices and staff.  The Specialist will contribute to creating the tools, guidance, and resources to operate and serve USIP’s field staff and USPSCs through process mapping and improvement, recordkeeping, personnel manuals, and compliance, including reporting, and audit support.

The position is based in Washington, DC, will report to the Global Human Resources Manager, and is a member of the Office of Human Resources.

TARGET SALARY

Grade 10 - $75,000 - 77,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Major Duties and Responsibilities 

  • Collaborates in establishing global processes and capacity and ensuring that appropriate HR processes are communicated to relevant teams and that field HR policies and procedures are fully compliant with USIP standards, local laws, and regulations while meeting the needs of staff.
  • Provides support for field staff and USPSCs including recruitment, hiring, onboarding, offboarding, personnel actions, performance reviews, benefits, allowances, and organizational policies, as needed.
  • Coordinates with USIP’s Centers and the field offices, Finance Offices of Grants and Contracts Administration (GCA) and Accounting, and Operations Teams to appropriately respond to requests or questions.
  • Coordinate new hire orientations with HQ resources to foster positive attitude toward project objectives.
  • Ensures that field staff and contract renewals, modifications, and personnel actions are on-time and align with USIP standards, local laws, and regulations while meeting the needs of staff and contract requirements.
  • Supports the engagement and work of an Employee of Record (EOR) in those countries where USIP requires their services.
  • Manages the processing of all country HR-related documentation on SharePoint.
  • Supports a full life cycle recruiting process for USIP field staff positions including posting jobs, reviewing resumes, screening candidates, conducting reference checks, preparing offer letters, and providing follow-up as necessary.
  • Assists the Talent Acquisition Team in identifying the best talent, assesses field recruitment strategies, and the organization's field staffing needs.
  • Assists in creating job description templates, and local compensation plans for USIP field offices.

QUALIFICATIONS 

  • Bachelor’s degree in a related field, or an equivalent combination of education and experience required.
  • A minimum of five (5) years of related human resources experience required.
  • A minimum of two (2) years of HR or recruitment experience, preferably in an international or government agency.
  • Previous experience in Ultimate Kronos Group (UKG) or similar HRIS platforms strongly desired.
  • Project management skills and experience preferred.
  • Proficiency in MicroSoft Office Suite (Word, Excel, PowerPoint, and Outlook), and databases and/or data management tools is required.
  • Ability to maintain professionalism, sound judgment and confidentiality is essential.
  • Detailed oriented with excellent organizational and analytical skills and commitment to follow-through.
