Job Description

AECOM is seeking a Senior Project Manager to join our team in Jersey City, NJ. This job can be completed remotely. 

JOB SUMMARY

This role is responsible for overseeing the full lifecycle of assigned projects from initiation through close-out ensuring they are delivered on time, within budget, and aligned with approved scope and quality standards. The Senior Project Manager will operate under the direction of the Director of Real Property and the Deputy Director of the Statewide Regional Branch, providing leadership, coordination, and strategic guidance to ensure project success.

JOB RESPONSIBILITIES

  • Ability to analyze situations and technical documents accurately
  • Lead the development of effective solutions and strategies for difficult technical and logistical problems related to functions of the Statewide Regional Branch
  • Collaboratively engage with other Departments and staff to achieve desired
  • outcomes
  • Support Deputy Director of the Statewide Regional Branch and Director of Real
  • Property and Utilities in special tasks, duties and reporting, especially those related to state and federal monitoring requirements
  • Support the negotiation of complex agreements directly with stakeholders
  • Provide guidance on approach and strategy to Project Managers, and Staff
  • Resolve internal and external issues related to third parties and property owners
  • Support the development of policies and procedures for the Statewide Regional
  • Branch, including the Right-of-Way Manual and Third Pary Management procedures
  • Manage ad-hoc teams to solve problems on this highly complex mega-project, utilizing commercial principles and their applications and research methods.
  • Understand all the interrelated aspects of the HSR Project, with multiple interrelated projects and functional areas
  • Prepare technical correspondence and complete comprehensive reports; address an audience effectively; analyze situations accurately and adopt an effective course of action; and communicate effectively to demonstrate leadership, team-building, and collaboration skills, for meeting established project goals and objectives
  • Assist Contract Managers and Authority Stakeholders with contract and budget management
  • Training internal stakeholders in policies and procedures for real property and third-party management
  • Assist in the development of procurement scopes of work, and contract development strategies

Qualifications

MINIMUM REQUIREMENTS

  • BA/BS + 8 Years of relevant experience or demonstrated equivalency of experience and/or education

PREFERRED QUALIFICATIONS

  • Knowledge of and experience in high-speed rail
  • Knowledge of and experience negotiating with utilities, railroads, municipalities, counties, state agencies and other entities
  • 10+ years of project management experience
  • A Juris Doctorate Graduate Degree preferred
  • The ability to prepare technical correspondence and complete, comprehensive reports; address an audience effectively; analyze situations accurately and adopt an effective course of action; and communicate effectively to demonstrate leadership, team building, and collaboration skills, for meeting established project goals and objectives
  • Knowledge of the California State Contracting Manual, HSR Right-of-Way Manual,
  • Design-Build Contracts, Federal Statutes, California State Statutes and Project Management Techniques
  • Proficiency and knowledge of computer software applications such as Microsoft Excel, Word, Visio, Canva, and PowerPoint
