Position Statement
The Bureau of Water is seeking a qualified individual to serve as the Unit Manager in the Division of Water Pollution Control located in Springfield, IL. The selected candidate will possess strong leadership and communication skills and be willing to utilize innovative ways to guide the Municipal Unit and its technical and professional staff to achieve goals and missions of the Illinois Environmental Protection Agency (IEPA). As Manager for the Municipal Unit, the individual in this position will frequently represent the IEPA and Bureau of Water at various levels explaining policies to state, federal and local governments, industry, public interest groups, and stakeholders. This individual should also possess the knowledge and experience to initiate and establish policies, standards, and procedural guidelines for all operations in the unit.

Essential Functions
- Serves as the Municipal Permit Unit Manager to professional and technical staff engaged in conducting detailed engineering functions in support of municipal wastewater permitting programs as related to State construction and operating permits and the National Pollutant Discharge Elimination System (NPDES) Program under the Clean Water Act (CWA) for the Bureau of Water, Division of Water Pollution Control, Illinois Environmental protection Agency (IEPA).
- Serves as full-line supervisor
- Assists Section Manager in responding to inquiries, developing Performance Partnership Agreements (PPA) activities, Section policies and procedures, and subsequent revisions and replacement consistent with changing regulations and technology affecting the Section’s permitting program.
- Directs, coordinates and reviews permit issuance activities with other Bureaus/Divisions/Sections/Units within the Agency, permittees and/or their representatives, United States Environmental Protection Agency (USEPA), internal and external state holders, environmental groups, and the general public.
