General Purpose:
Focus on timely and accurate completion of contract filing, regulatory reports, communications with external regulators relative to time frames, content or issues with these contracts. Monitors ongoing compliance with previously implemented laws and regulations related to filings.
Regulatory Filings:
- Manage the completion of all assigned regulatory contract filing in order to ensure accurate compilation and timely submission to the state or other requestor. Coordinate responses from multiple business unit fulfillment areas into a consolidated response.
- Prior to submission, analyze content for reasonability and facilitate review by business areas.
- Manage the process for the identification and documentation of regulatory issues and related action plans for remediation. Advocate for project work, issue resolution and/or business awareness associated with these issues.
- Manage rework from data errors, provide quality checks and scrub data.
- Analyze report content to pro-actively identify, assess and report on current and future regulatory risks and opportunities, as well as ensure enterprise compliance with all applicable laws and regulations.
- Partner with management of business units that supply report content to provide clarity on report requirements and to direct priorities and resources.
- Monitor ongoing compliance with state and federal requirements.
- Provide oversight of ongoing compliance controls.
- Identify improvement opportunities; work with appropriate business partners to implement process changes and monitoring tools to address deficiencies.
- Develop in conjunction with business units and monitor action plans to address identified reporting gaps.
- Provide expertise to matrix partners to support self-audits and compliance certification activities
Project Management
- Participate in projects and special task forces within Cigna or as a part of industry initiatives
- Support business operations by providing reliable regulatory guidance, participate in local, regional or company-wide initiatives including the analysis, due diligence and integration of new companies, development and introduction of new products to the marketplace and completing structured research projects
- Provide subject matter expertise for assigned topics on regulatory impacts, serve as a single point of contact for business and product strategic needs
- Conduct research and provide accurate regulatory guidance to business partners and internal stakeholders
Technical knowledge base regarding laws and regulations affecting Cigna.
- Provide problem resolution/troubleshooting with regulators, customers, and internal matrix partners regarding regulatory issues, concerns or complaints
- Respond to inquiries from internal matrix partners and external regulators regarding state-specific requirements and miscellaneous regulatory/compliance issues
- Works with management in all functional/business unit areas. Partners with Regulatory State Manager, and State Government Affairs team regarding external communication with regulators relative to the development of new statutory reports and/or issues and risks. May serve on industry workgroups relative to reporting. Impact is avoidance of fines, penalties, lawsuits and adverse publicity.
Qualifications
- Successful experience in insurance or healthcare industry
- College degree
- 3+years regulatory reporting experience
- Ability to work without close supervision
- Project management experience
- Excellent communication skills
- Ability to work collaboratively in a highly matrixed environment, and gain support of others
- Ability to manage multiple, sometimes competing priorities
- Role model for ethical behavior

This role is also anticipated to be eligible to participate in an annual bonus plan.
