SUMMARYWHAT IS DISA JITC TEC II? DISA's mission is to conduct DODIN operations for the joint warfighter to enable lethality across all warfighting domains in defense of our Nation. DISA is a combat support agency of the Department of Defense (DoD). The agency is composed of more than 8,000 military and civilian employees. The agency provides, operates, and assures command and control and information-sharing capabilities and a globally accessible enterprise information infrastructure in direct support to joint warfighters, national level leaders, and other mission and coalition partners across the full spectrum of military operations.Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC’s service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities. Joint interoperability (IOP) certification task order and datalink analyst lead encompassing the command and control, sensors, and weapons systems that comprise the Ballistic Missile Defense (BMD) Family of Systems (FoS), also known as the Ballistic Missile Defense System (BMDS). The Joint IOP certification efforts include standards conformance and interoperability test and evaluation (T&E) certification for each of the element systems: Patriot, Terminal High Altitude Air Defense (THAAD), Space-Based Infrared System (SBIRS), Next Generation Overhead Persistent Infrared System (Next Gen), Joint Tactical Ground System (JTAGS), Arrow Weapon System, and David’s Sling Weapons System.
JOB DUTIES AND RESPONSIBILITIES· Responsible for the design and implementation of test procedures to determine if standards and criteria are met. Documentation to support this effort includes requirements analysis plans and interoperability evaluation plans.· Develop and maintain data collection and data management processes.· Recommend adjustments to the T&E process or detailed procedures.· Utilize manual data analysis methods and automated test tools to execute assessment of collected data.· Inspect, test, and measure data that is produced or consumed. Document, notify, brief, and discuss results, to include operational impact of deficiencies.· Record all initial findings and document final test results into applicable standards conformance assessment reports and joint interoperability certification memorandums.· Account for anomalies and errors found in testing, notifying customers and management, and may help analyze and/or correct problems.· Attend various teleconferences, meetings and working groups.· Provide updates to the Test and Evaluation Master Plan (TEMP) and Information Support Plans (ISPs).· Develop and update Critical Operational Issues (COIs), Measures of Effectiveness (MOE), and Measures of Performance (MOPs).· Ensure test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPs).· Provide administrative task support such as Monthly and Weekly Status Reports, Trip Reports, and meeting minutes.
QUALIFICATIONS
Required Certifications· Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for experience but varies by certification.
Education, Background, and Years of Experience· Requires a Master’s degree; or a Bachelor’s degree with at least 6 years of experience; or 10 years of experience. · One year of experience can be substituted by 15 semester hours completed towards a Master’s degree. · The degree must be in a relevant technical curriculum and experience must be related to the job duties.
