With a commitment to excellence and a passion for innovation, Lynker leverages cutting-edge technologies and scientific expertise to support the creation and delivery of improved operational weather forecasts. As part of our ongoing growth and expansion, we are seeking a highly organized and proactive Program Coordination Specialist  to support NOAA’s Office of Response and Restoration’s Emergency Response Division (ERD) by providing critical support across internal operations, document management, emergency response logistics, and communications. This role will provide critical administrative and programmatic support to ERD leadership and staff, while also contributing to internal communications, knowledge management, outreach, and emergency response coordination.

This is a hands-on administrative role with broad scope, requiring a detail-oriented and resourceful individual who thrives in a multidisciplinary, mission-driven environment. The ideal candidate has strong organizational skills, experience with file and data management systems, and strong writing skills with the ability to translate technical information for general audiences.  The position will operate on a hybrid schedule, with 3 days in office per week, and 2 days working from home/remotely.

Responsibilities

Duties of the Program Coordination Specialist will include the following:

 

  • Support ERD Chief in program planning and evaluation process, including maintaining internal tracking systems for milestones, deliverables, and NOAA Annual Operating Plan performance measures.
  • Manage ERD’s internal knowledge systems and Google-based intranet, ensuring continuity books, SOPs, and references are current and organized in a clear file structure. 
  • Help organize and synthesize program records, reports, and historical information to support the development of new products.
  • Manage content updates for internal platforms (ResponseLink) and public platforms (IncidentNews), ensuring accuracy and appropriate messaging.
  • Lead the inventory, review, and update process for ERD’s response publications and job aids, setting priorities and managing coordination across staff.
  • Assist with the development and clearance of digital and print content, including web stories, blogs, reports, and fact sheets, in coordination with the OR&R Outreach Team. 
  • Provide surge logistical and administrative support during spill incidents, including tracking personnel, resources, and communications.
  • Actively participate in ERD and OR&R team meetings to ensure alignment and timely action on program needs.

Qualifications

The Ideal Program Coordination Specialist will have the following:

  • Associate’s or Bachelor’s degree in public administration, environmental policy, communications, information management, or a related field.
  • 2+ years of experience in an administrative, operations, or program support role.
  • Strong organizational and multitasking skills; ability to manage deadlines and track multiple concurrent efforts.
  • Proficiency with Google Workspace and cloud-based file management systems.
  • Experience maintaining intranet systems or organizing internal document libraries.
  • Strong written and verbal communication and editing skills.
  • Experience in web or digital design software is a plus.
  • Familiarity with emergency response, environmental programs, or NOAA’s mission is a plus.
  • Collaborative mindset and willingness to attend meetings, contribute ideas, and stay actively engaged with the team.
