AGENCY DESCRIPTION: The Bureau of Resource Information and Land Use Planning (BRILUP) at the Department of Agriculture, Conservation, and Forestry (DACF) is recruiting to fill the position of Senior Planner. BRILUP provides data, research, technical assistance, and planning services to every corner of the state. Its six programs (Maine Geological Survey, Natural Areas Program, Floodplain Management Program, Land Use Planning Commission, Municipal Planning Assistance Program, Land for Maine’s Future) serve communities from Maine’s southern beaches and 3,500-mile coast to the far reaches of the north woods and western mountains. The program and this full-time, limited-period position are in Augusta with remote work options available subject to management approval.
BRIEF JOB DESCRIPTION: This is a professional services position to provide inter-program, inter-Bureau, and inter-Departmental coordination and support toward implementing State climate strategies that support regional and community actions. Six out of eight of the strategies in Maine Won’t Wait (MWW), the Four-Year Plan for Climate Action, affect the work and programs within BRILUP and DACF.
The position will assist the Director in several community resilience planning initiatives. The position will support an inter-agency working group focused on inland flood analyses and modeling, an inter-agency initiative examining and coordinating the structure and essential components of a Maine buy-out program to support voluntary community relocation in the face of extreme and repetitive losses due to extreme weather events, and provide technical guidance in consultation with Maine IT as the Bureau implements a community resilience website “hub”. Additionally, the position will assist the Bureau Director in cross-program coordination within BRILUP to support regional planning, landscape-scale conservation, habitat protection, and other interdependent policy objectives.
The successful candidate will know the principles, practices, and objectives of municipal planning; local government management, capabilities, and constraints; sustainability, community resilience planning, emissions reductions, and open space protection; and the ability to evaluate governmental planning problems and recommend solutions. Finally, the successful candidate will have demonstrated the ability to extract and apply information from technical documents, communicate effectively orally and in writing, establish and maintain effective working relationships, and work collaboratively in a team environment.

MINIMUM QUALIFICATIONS: A Bachelor’s Degree in assigned area and four (4) years of related work experience. Equivalent related experience may be substituted for education on a year-for-year basis.
Assigned Areas: Environmental sciences, community planning and development, public administration, or a related field.
Preference will be given to candidates who have experience in the following: Demonstrated familiarity with general principles of land use planning, community resilience planning, community development, regional planning, and landscape-scale conservation; as well as experience in GIS, databases, and other computer software applications.
