About the role

Description

Wellness Equity Alliance (WEA) is a novel national public health organization comprised of a multidisciplinary team of population and public health experts with backgrounds in infectious disease, public health, emergency medicine, primary care, cardiology, pediatrics, psychiatry, community health work (CHW), nursing and advanced practice pharmacy. We work nearly exclusively with underrepresented communities, fundamentally addressing health-care disparities and the social determinants of health (SDoH) that have been amplified during the COVID-19 pandemic, prioritizing the following:

  • People experiencing homelessness
  • Indigenous communities
  • Immigrant communities
  • Rural communities
  • BIPoC communities
  • LGBTQIA+ communities
  • Justice-impacted communities

The WEA team is diverse, inclusive, and nimble enough to assemble teams of healthcare professionals within days using our proven local staff recruitment models to address population health crises and communicable disease outbreaks. The WEA team’s partnership model is collaborative and allows hospitals, health jurisdictions, state/local government agencies to provide timely care using equity-based strategies for individuals and marginalized communities.


Position Summary:

The Manager of People & Culture will be a strategic and hands-on leader responsible for establishing a comprehensive Human Resources infrastructure for a multi-state, community-based healthcare organization. This role will serve as a trusted partner to the CEO and executive leadership team, advising on organizational development, workforce planning, compensation benchmarking, and performance management.

This individual will oversee all facets of the employee experience—from recruitment and onboarding to retention and compliance—while helping to shape an inclusive, mission-aligned culture that supports employees delivering care in complex, high-impact environments.


Key Responsibilities:

  • Design and implement a full-scale HR infrastructure aligned with our mission and growth strategy, with an emphasis on compliance across multiple states.
  • Serve as a strategic HR advisor to the CEO and leadership team, contributing to organizational planning, change management, and leadership development.
  • Lead employee relations, onboarding, offboarding, compliance, and engagement efforts across diverse healthcare settings, including field-based and site-based staff.
  • Administer and optimize the Paylocity HRIS and payroll system, ensuring efficient workflows and data accuracy.
  • Conduct and maintain compensation benchmarking and salary structure analyses, ensuring pay equity and competitiveness across roles and geographies.
  • Identify, implement, and manage a performance management system that aligns with organizational values, goals, and accountability frameworks.
  • Develop and maintain policies and employee handbooks that reflect employment law, healthcare regulations, and trauma-informed workplace practices.
  • Support recruitment efforts for both clinical and administrative roles by partnering with hiring managers and external partners.
  • Promote diversity, equity, inclusion, and belonging (DEIB) in all HR practices, policies, and workplace culture initiatives.
  • Track, analyze, and report on HR metrics to drive informed decision-making.

Requirements

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • PHR certification required; SHRM-CP or SPHR preferred.
  • 3–5 years of experience as an HR business partner or generalist, with at least 2 years supporting senior leaders.
  • Direct experience working in healthcare or human services settings; familiarity with behavioral health, carceral health, street medicine, or school-based health is preferred.
  • Proven experience with multi-state HR compliance preferred.
  • Proficiency in Paylocity or similar HRIS/payroll platforms is required.
  • Demonstrated ability to benchmark compensation and implement compensation strategy across clinical and administrative roles.
  • Experience implementing or managing performance management systems.
  • Excellent interpersonal, written, and verbal communication skills.
  • High emotional intelligence, integrity, and commitment to serving diverse populations.
