About the role
Provide direction and leadership support for ITD activities and systems that enhance mission-critical business operations across the organization. Work as part of a leadership cohort to plan, coordinate, manage, and participate in the design of operational activities of the group. Directs, through subordinate supervisors, all program, operations, and staff in assigned areas. Serve as the agency’s Business Architect to lead business transformation efforts. Support continuous improvement in the agency, leading progressive IT programs, change management, business process re-engineering, and data management. Provide strategic and tactical direction for assigned program areas, maintaining business integration role by working collaboratively on behalf of the business to ensure effective deployment of information technology capabilities for stakeholders throughout the agency. Develop proper governance for agency data management maturation to ensure effective data driven decision making; as well as, governance around business enablement technologies.
How you will contribute:
Business Analysis and IT Delivery Related Functions: Manage project managers and task leaders who conduct a variety of tasks from simple solutions to major technology implementations. Lead function by aligning business needs with appropriate ITD delivery paths. Serve in multiple IT integration roles from customer relationship management to facilitating understanding by IT solution architects of clear business needs. Oversee requirements development for IT solutions; business analysis and system testing.
Business Architecture, Data Management and Data Science Related Functions: Oversee Business Architecture planning, development and implementation efforts. Oversee the re-engineering of major business processes. Oversee Data Management planning, development, and implementation efforts; overseeing successful execution of Data Science projects in collaboration with the Office of Strategic Innovation.
Change Management Initiatives: Support change management initiatives by helping lead or manage organizational change throughout the organization. Support the agency through studies, analyses, change management, and special assignments. Studies are often confidential, time sensitive, and may require advanced analysis for improving quality, processes, and efficiency.
Compliance: Provide compliance management by ensuring management and staff comply with required VITA, DHRM, VDOT, and ITD policy.
Develop Staff: Interacts with subordinates to provide leadership and guidance in managing the area. Applies concepts, practices, and procedures of supervision and leadership in each functional area.
Execute Programs: Directs, through subordinate supervisors, all program, operations, and staff in assigned areas. Performs managerial and technical work ranging from moderate to considerable difficulty. Responsibilities include planning, implementing, and improving systems and services. interacts with customers to identify, plan, and perform actions to meet customer needs. Manage processes for each program area within the unit, and monitor and assess performance via tactical Key Performance Indicators (KPIs).
ITD Management: Provide effective management of ITD people, processes, policies, and technology. Ensure the development and performance improvement of assigned ITD staff. Actively contribute to the development and improvement of the ITD organization and all associated processes (especially the processes for project development and project delivery). Champion adherence to ITD policies and processes. Apply effective management of ITD budget and fiduciary responsibility.
Improve Processes: Manage work throughput by monitoring and measuring progress to tactical KPIs that cross functional boundaries as well as unit specific measures. Manage delegated processes for each shared program area, and monitor and assess performance via tactical KPIs. Implement, maintain, and monitor functional specific processes and services.
Leadership: Ensure IT investments have demonstrated value and ROI for the executive Strategic Technology Board. Act in the capacity of Division Administrator when necessary.
