About the role

Responsibilities

As a Senior Cyber Data Quality Specialist for the CMS Cyber Risk Management (CRM) Program at Noblis you will be part of our Health Solutions team.  You will be responsible for delivering an effective Cyber Data Quality program to ensure cyber data issues are identified, corrected, and ideally prevented, providing a foundation for reliable and consistent cyber data use across the agency. This includes planning, implementing, evaluating, and modifying data quality tasks to meet the changing data needs of the organization.

 

CMS seeks to strengthen and modernize the Nation's health care system and provide access to high quality patient-centered care and improved health at lower costs. In delivering this mission, CMS is responsible for collecting, generating, storing, and therefore protecting large volumes of personal, financial, healthcare, and other sensitive information.  The CMS Cybersecurity Risk Management (CRM) Program aligns the processes, data, technologies, capabilities, and services to effectively manage risk across the enterprise. This program enables a shift to data-driven risk management, enabling prioritized investments in cybersecurity by focusing efforts where they will reduce the most risk.

 

Working in concert with cybersecurity leaders and experts, you will address challenges related to breaking down data silos and having a single access point for security data while ensuring data quality, integrity, and security.

 

Role functions may include:

  • Evaluation of existing extract, transform, and load (ETL) processes to assess their impact on cyber data quality.
  • Enhancement/development of new ETL processes (as needed) to ensure all cyber data that feeds into the CRM data architecture is accurate, complete, consistent, reliable, and valid.
  • Leading data triage to determine the impact associated with data quality issues and identifying the root cause within the cyber data pipeline. 
  • Modifying tools and processes as necessary to ensure cyber data quality issues are resolved in a timely manner, and that the data pipeline is functioning properly.
  • Leading and managing the data quality process and associated data quality problem management system.  Drive the evolution of the data quality problem management system to provide broader access and support the broader CRM goals.
  • Facilitating data quality meetings and keeping stakeholders informed of data quality issue status and resolution.

 

Location: Remote or Baltimore MD

Required Qualifications

  • Minimum of a Bachelor's degree or equivalent experience (statistics, mathematics, computer science, information management, or similar).
  • At least 8 years experience one or more of Data, Models (AI/ML), Analysis, and/or Technology roles, preferably aligned to cybersecurity use cases.
  • Knowledge of industry leading data quality and data protection management practices
  • Experience in identifying and resolving data quality issues, and in performing root cause analysis.
  • Knowledge of data governance practices, business and technology issues related to management of enterprise information assets and approaches related to data protection..
  • Technical skills in exploring, analyzing, profiling, and manipulating data sets (e.g. SQL, Python, AWS, JavaScript)
  • In-depth knowledge of statistical methods and tests Ability to thrive in an ever changing, technology-based consulting environment.
  • Ability to translate technical requirements into business solutions including experience analyzing current state quantitative and qualitative data, summarizing findings, developing conclusions, and making strategic recommendations.
  • Demonstrated leadership experience and ability to adapt, with willingness to readily take ownership of tasks and problems, which often extend beyond initial scope of responsibility.
