Position Summary

The Operations & Facilities Management Department at Washington University School of Medicine is committed to delivering a comprehensive range of services to support the medical campus.

We oversee maintenance and operations for 65 buildings, covering more than 11.1 million gross square feet of space. This includes the 11-story, 609,000-square-foot neuroscience research building, which houses one of the world’s highest concentrations of neuroscientists. Our responsibilities include operational and administrative support, strategic planning, and project management.

Furthermore, as the School of Medicine continues to expand its presence both on and off campus in areas such as teaching, clinical care, and research, our team remains instrumental in ensuring the seamless delivery of clinical care, advancing research initiatives, and facilitating educational endeavors.

Perform complex and advanced Geographic Information System (GIS) tasks specifically for emergency management (EM) and public safety purposes. This position involves collecting, formatting, creating, and maintaining spatial data and EM applications pertinent to a university setting. Responsibilities include map production using ArcGIS Pro, web application development using ArcGIS Portal, and coordinating field collection efforts using ArcGIS Field Maps. The role is supervised by the Associate Director of Emergency Management and Public Safety, with evaluations based on observation, report reviews, quality and effectiveness of completed work, and adherence to established policies and procedures.

This position also assists with coordinating the department's daily emergency management functions, including maintaining the Emergency Operations Center (EOC) in a state of readiness for response and recovery efforts and representing the Emergency Management Program at university meetings, organizational functions, or civic engagements as assigned by the Director or Assistant Director. This position is responsible for 24x7 on-call emergency support services when activated or assigned by the Director.

Job Description

Primary Duties & Responsibilities

• Create and update GIS maps using ArcGIS Pro, tailored for university and academic medical campus emergency management and public safety needs. Apply knowledge of Esri's ArcGIS Enterprise software and tools, including, but not limited to, ArcGIS Pro, Portal for ArcGIS, and Web AppBuilder.
• Work with WashU public safety personnel and other WashU GIS personnel to map university assets and convert CAD drawings to build improved life safety and preparedness GIS-based products, including, but not limited to, emergency signage, evacuation routes, and emergency assembly points.
• Integrate mobile technology and support collection of field mapping data of university assets, such as life safety equipment, to organize and utilize within GIS-based products.
• Collaborate with WashU GIS personnel for the use and application of data acquired from drone resources in support of response and damage assessment, integrating data into GIS-based products.   
• Assist EM leadership identifying key data collection points for critical elements of emergency management and public safety, evaluating, synthesizing and reporting the data that allows for detailed analysis to drive enhancements to public safety policies and practices.
• Collaborate with EM programs in conducting advanced spatial mapping analysis to enhance EM mitigation, preparedness, and response effectiveness to include but not limited to efforts such as hazards and vulnerability assessments, damage assessments, deployed asset management, and applications within crisis management software.
• Perform versioned editing of tables, feature classes, and feature datasets in enterprise geodatabases or other databases, maps, and floor plans to be extracted for GIS use.
• Assist with training and supporting the WashU Crisis Management Team (CMT) in visualizing and applying GIS products that support their response role in the Emergency Operations Center (EOC). 
• Maintain a working knowledge of advancements in GIS software, attending seminars, workshops, and training sessions as appropriate.
• Serve on the rotating schedule in the emergency management on-call support, representing the department and acting on behalf of and with the authority of the Director. This responsibility may entail either physical or virtual (through the use of telephone, email, text messaging, or Internet) support as deemed appropriate by the situation.
