Position Summary
- TITLE: Senior Manager, Benefit & Incentives
- STATUS: Exempt; Full-Time
- COMPENSATION: $72,000
- LOCATION: Hybrid: Various Markets and Events, Work From Home, Occasional Travel
- REPORTS TO: Director, Benefits & Incentives
The Benefit and Incentives (B&I) Program Manager works with the Director, Benefits & Incentives and Farmers’ Market Operations team, and with support from the Market Match Administrative Assistants, to implement the Benefit and Incentives program at Food Access LA’s farmers’ markets. The Program Manager will strategize outreach efforts, supervise Market Match staff, organize program records and grant reporting, refine administrative systems, and support the implementation of SNAP and incentive voucher processing through the organization’s food distribution program, eat!
The Program Manager will monitor, track, and support compliance for all benefits- and incentive-related grants, including Market Match, privately funded nutrition incentives, program-aligned opportunities, and future programs. This position will also focus heavily on supporting the Director, Benefits & Incentives with program oversight, compliance monitoring, systems management, policy advocacy, and cross-grant coordination.
Key Responsibilities
Administrative & Clerical
- Track supply and purchasing budgets for programs with support from the Program Director, and Program Coordinator
- Supervise Coordinators in monthly B&I program data and reconciliation
- Ensure Market Managers and B&I staff are trained in market laptops and EBT POS devices
- Refine administrative processes
- Collaborate with Digital Platform Program Manager/Director to administer and track SNAP, Market Match, and all other incentive vouchers processed through the digital platform
Reports, Grants & Project Compliance
- Track and manage re-authorizations for SNAP EBT and WIC/FMNP for all market sites
- Track spend-down of incentive funds via monthly redemption reports
- Prepare monthly invoices and reports (may transition to Grants & Invoicing staff)
- Submit USDA FNS applications for new market sites and the digital platform
- Ensure program-related updates are distributed to market vendors
- Monitor, track, and support compliance for the full B&I grant suite (Market Match, ARP, CNIP/WIC Plus, CDSS, Park Bites, Kaiser/Angell, Cedars, Nutritious Bites, FEAST, and other new or emerging grants)
- Maintain systems, ensuring accurate data collection and reporting across all B&I grants
Outreach & Program Promotion
- Collaborate with Director and Market Managers on outreach priorities and Instagram content
- Promote EBT, WIC, and Market Match across Food Access LA’s markets and digital platform
- Create outreach materials in collaboration with CBO partners
- Monitor mass texting system for B&I customers
- Represent Food Access LA at outreach and partner meetings
Program Development
- Work with Digital Platform Program Manager to implement SNAP processing
- Manage small-scale partnerships and one-off incentive projects
- Assist with data and narrative development for grant applications
- Identify program growth and collaboration opportunities
Staff Supervision & Training
- Develop B&I shift schedules
- Provide in-market shift coverage when needed
- Conduct site visits to assess operations and outreach
- Organize quarterly B&I team meetings/communications
