Your Specific Responsibilities:

This position is an entry level position. Responsible and technically varied position performing a variety of complex or technical duties for the Business Office and Vital Statistics. Independent judgement, adherence and compliance to applicable Florida Statues and initiative are exercised to develop specialized work methods and procedures.  The individual will perform multiple tasks, including Deputy Registrar in Vital Statistics to include assisting clients with issuing birth and death records.  The individual will also be responsible of performing back up duties for daily cash deposits, reconciliations, mail logs, take deposits to the bank, journal entries, process vendor invoices in My Florida Market Place (MFMP) system, back up to receiving and purchasing, and other related areas of the Business Office. Ensuring generally accepted accounting principles are met.

Access to confidential records and computer access will be based on the need to know when involved in specific patient’s care, billing activities, ordering prescribed medications or supplies, investigating communicable disease reports, established quality improvement activities, i.e.., peer review, records review audits and investigating complaints.

Uses knowledge of quality improvement (QI) methods and processes to work with other staff to help identify opportunities for improvement and develop a culture of quality within Department of Health (DOH) Indian River; assists in improvement projects, as assigned.

Performs as Deputy Registrar in Vital Statistics to include assisting clients with issuing birth and death records, ensuring compliance with State regulations for proper identification and eligibility to receive appropriate records. Aids clients regarding amending records, filing documentation with Jacksonville office, or providing information for other States. Performs cashier duties processing payments for documents produced.

Performs back up for daily cash deposits, reconciliations, and journal entries.

Performs back up duties to process E-invoicing in My Florida Market Place (MFMP) systems to include budget coding, signature authority and processing of invoices in accordance with established DOH and DFS procedures, scanning, tracking, and filing of documents, tracking of payments, follow up with vendors, and reconciliation of vendor statements, and follow up contact with DFS auditing staff.  Also, includes various payments outside of MFMP, such as utilities.

Performs back up for receiving and purchasing, and other related areas of the Business Office during absences.

Assists with data entry for Healthy Start Prenatal screenings into HMS per the agreement with the Healthy Start Coalition.

Assists in other areas of the Business Office during absences. Performs other related duties as required.

Personal and County vehicle use may be required.

 

Required Knowledge, Skills, and Abilities:

  • Ability to provide exceptional customer experience.
  • Knowledge of accounting/bookkeeping.
  • Ability to handle cash transactions.
  • Ability to create and edit spreadsheets.

Qualifications:

Minimum:

  • One-year customer service experience
  • One-year cash handling experience
  • One-year accounting/bookkeeping experience.
  • High School Diploma or equivalent.
  • Emergency duty required of the incumbent includes working in special needs shelter or performing other emergency duties including but not limited to, response to or threats involving any disaster or threat of disaster man-made or natural.

 

Preferred:

  • Bilingual (English/Spanish)
  • Excel experience to include receivable reconciliation.
