About the Opportunity
DMI is seeking a Project Controller (IMS Scheduler) to join us to support the Program Management Office (PMO) by developing, maintaining, and analyzing Integrated Master Schedules (IMS) for enterprise IT programs and projects, while also performing quality assurance activities to ensure schedule accuracy, compliance, and alignment with governance standards. This role ensures compliance with lifecycle directives, supports quality reviews, and provides actionable reporting to program and project managers, stakeholders, and leadership. The Project Controller plays a critical role in enabling visibility into program and project performance, identifying risks to timelines, and ensuring adherence to enterprise quality objectives.
Duties and Responsibilities:
- IMS Development & Maintenance
- Develop, maintain, and update program IMSs in Microsoft Project or similar scheduling tools.
- Evaluate schedule compliance with standards using Steelray, Microsoft Project, or equivalent tools.
- Collaborate with PMO staff, Program/Project Managers, and the Quality Team to incorporate milestones, dependencies, and deliverables into the IMS.
- Schedule Analysis & Reporting
- Conduct schedule analysis, including critical path, schedule risk, variance, and performance trend analysis, and present findings to PMO leadership.
- Prepare schedule-related reports and dashboards ensuring accuracy, timeliness, and compliance with the Quality Management Plan (QMP).
- Support Earned Value Management (EVM) or schedule performance tracking as required.
- Quality Assurance (QA)
- Perform quality checks on schedules to ensure alignment with LoC standards, GAO best practices, and PMO SOPs.
- Review and validate schedule data for accuracy, completeness, and logical sequencing before submission to the PMO.
- Remediate findings identified in PMO quality reviews and provide corrective actions.
- Support peer reviews and calibration sessions to ensure consistent application of scheduling and quality standards across the PMO.
- Maintain audit-ready documentation of schedule reviews, corrections, and QA outcomes.
- Governance & Process Support
- Support phase-gate reviews, quality reviews, and program governance by providing schedule baselines and updates as required.
- Develop and maintain scheduling process documentation, QA checklists, reference materials, and templates to ensure repeatability and adherence.
- Facilitate schedule reviews and updates with project managers and stakeholders, ensuring timely data entry and resolution of conflicts.
Qualifications
Education and Years of Experience:
- Bachelor’s degree in Business, IT, Project Management, or related field (or equivalent experience).
- 3+ years of experience in project scheduling, IMS development, QA review, or PMO support in a federal or enterprise IT environment.
Required Skills/Certifications:
- Proficiency with Microsoft Project.
- Knowledge of project management and QA methodologies, including PMI, GAO scheduling best practices, and federal IT lifecycle management.
- Strong analytical skills to perform schedule risk analysis, variance analysis, and quality assurance reviews.
- Excellent communication and interpersonal skills to collaborate with project managers, stakeholders, and quality teams.
Desired Skills/Certifications:
- Experience supporting federal IT contracts and enterprise PMOs.
- PMP, PMI-SP, or equivalent project scheduling/QA certification.
- Experience with quality review tools and techniques (e.g., Steelray Analyzer, QA scorecards).
- Experience using Power BI or similar tools for schedule and QA reporting.
- Ability to manage multiple schedules and QA tasks simultaneously in a fast-paced PMO environment
Clearance Requirements: Successful completion of a Public Trust background investigation and/or a Public Trust clearance.
