Senior Analyst - Water Resource Planning
Colorado Springs Utilities’ Water Resource Management department is seeking an analytical professional to manage the data reporting process involving water resource planning and conveyance operations. The work includes a wide variety of data analysis and data handling tasks across different platforms. This position also provides an excellent opportunity to gain valuable experience on various issues critical to water resource management and will provide unique access to the Colorado water community.
Responsibilities include:
- Compiling of data into daily, weekly, monthly, and annual reports primarily through Microsoft Office software, web scraping, and other custom software applications
- Analyzing written reports, digital records, and other data for processing and reconciliation of sales data, water meter data, and water production data for water accounting functions
- Implementing and modifying data sources and processing data into standardized reports through appropriate analytical formulation (Excel formulas) concerning water rights administration
- Writing and executing SQL queries to retrieve and manipulate data
- Collaborating with team members to design and optimize database structures for greater data integrity and security
- Providing quality control for complex water data accounting spreadsheets, databases, and related reports
- Internal and external customer support and engagement for all water-related data issues
- Researching and reporting on data requests regarding water use and water supply
- Assisting with interpreting and administering Colorado Springs’ water rights decrees by working with legal counsel and engineers to develop, utilize, and protect water rights in compliance with local, state, and federal law
- Completing contract administration responsibilities such as communicating annual notices and changes, collecting unconventional data, and preparing billing requests
- Billing ledger process of special invoices and special receipts of payments
- Aggregating capital and O&M financial data for water rights diligence
- Assisting with the management of water supply agreements and the SharePoint record maintenance

What will it take to be successful? You will most likely have a Bachelor’s Degree in accounting, mathematics, statistics, computer/data science, business administration, or a similarly qualified education, and very high proficiency in Microsoft Excel. Please have 5+ years of demonstrated experience in a related field. To be successful in this position, candidates should have excellent problem-solving and critical thinking skills, the ability to work both independently and in teams by leveraging strong interpersonal skills, and a desire to learn and grow professionally under the direction of Utilities’ subject matter experts. Candidates should possess strong organizational and analytical skills and excellent attention to detail. Preference for candidates who possess basic SQL knowledge for writing queries and general familiarity with programming languages.
Additional requirements: The City of Colorado Springs owns and operates an extensive water collection and transmission system that extends across the Arkansas River, Colorado River, and South Platte basins, spanning eleven counties in Colorado. As a result, some travel may be required to attend meetings, conduct fieldwork in remote watersheds, or participate in regional committees and work groups. Although most of the work is sedentary, the employee may occasionally be required to perform light to moderate physical activity (e.g., walking, hiking, lifting, bending over, etc.) to support project activities.
