DUTIES
SUMMARY
The Associate HRBP works with management staff and line employees to achieve business results by taking ownership of and implementing the talent management priorities and the delivery of HR-related programs and projects. Responsibilities of this role are complex, cross-divisional, and dynamic, with a primary focus on the goal of enhancing agency performance.

1. Collaborates with HR leadership to develop HR-related policies, procedures, and practices that support and enable workforce and talent management priorities. 2. Supports the Director of Talent Relations to resolves complex employee relations issues and grievances. 3. Collaborates with and supports HRBPs on employee relations-related activities. 4. Establishes trusted relationships with leaders to gain insight into the department’s strengths and challenges and be able to recommend relevant, integrated, and impactful solutions. 5. Stays current with and maintains strong understanding of labor laws and regulations to support ongoing CII compliance. 6. Consults with line management to provide daily HR guidance; proactively partners with leaders to de-escalate situations before they become issues. 7. Works with HR team to define and monitor performance / KPI metrics, and to identify and analyze trends and metrics. 8. Researches root causes and conducts analyses to inform recommendations for change. 9. Manages the interactive process to ensure staff with restrictions are appropriately accommodated. 10. Supports leaders with the performance management process, including facilitating performance counseling and the development of performance improvement plans, if needed. Associate HRBP Page 2 of 5 Revised on: 1/2023 11. Stays current on HR trends in the external market to develop solutions for the agency that are based on leading practices. 12. Supports and trains line managers on California labor law in collaboration with HRBPs. 13. Actively contributes to HR’s continuous improvement initiatives that are aligned with the Agency’s strategic plan and HR’s priorities. 14. Responsible for facilitating the successful roll out of key HR programs (e.g., performance management, employee engagement) and consistent agency-wide adoption. 15. Actively champions HR and is accountable to department leaders for all elements of their area’s HR support and services. ADDITIONAL DUTIES 1. Other duties and special projects as assigned. QUALIFICATIONS EDUCATION & EXPERIENCE • 3+ years of human resources experience. • Bachelor's degree in HR or a related field from a four-year university required. OTHER QUALIFICATIONS • Possesses a valid driver's license and state-required auto insurance. • Required to travel to Agency sites (> 40% of the time). • Must be willing to adapt to schedule changes to meet the needs of HR and the business. • Ability to handle confidential information. • Excels at working with others in pursuit of a common goal. • Experience in the ADA interactive process. • Experience with California labor laws • Experience with project management and change management. • Proven conflict resolution skills. • Analytical and strategic thinking skills. • Ability to plan and manage change within the organization. • Strong time management skills; excellent multi-tasker. • Employee relations skills. • Maintains patient privacy, including protecting the confidentiality, safeguarding the integrity and availability, and limiting the use and disclosure of patient Protected Health Information (PHI) to authorized individuals and entities. • Excellent verbal and written communication skills. • Sensitivity to service population’s cultural and socioeconomic characteristics.
CERTIFICATES, LICENSES, REGISTRATIONS
• Willing to obtain the Senior Professional in Human Resources – California (SPHR-CA) credential or HR Certification preferred. ENGLISH LANGUAGE SKILLS • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.
