The USAID-funded MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health Services to Scale) awards seek to contribute to global technical leadership and evidence generation and dissemination around maternal, newborn, and child health (MNCH), family planning (FP) and reproductive health (RH) services. The MOMENTUM Routine Immunization Transformation and Equity Project’s (M-RITE) overarching goal is to sustainably strengthen routine immunization programs to 1) overcome the entrenched obstacles contributing to stagnating and declining immunization rates in USAID-supported countries, and 2) address the barriers to reaching zero-dose and under-immunized children with life-saving vaccines and other health services. In light of the COVID-19 pandemic, and the disruption of immunization services, M-RITE also supports countries with the maintenance, adaptation, and rebuilding of immunization services. The project is USAID’s lead partner providing technical assistance to support the rollout of COVID-19 vaccines in USAID priority countries. M-RITE is led by JSI Research & Training Institute, Inc. in collaboration with consortium partners PATH, The Manoff Group, Accenture Development Partnerships, Results for Development and CORE Group.
SUMMARY
The MEL Lead is responsible for the overall technical approach related to MEL and Result Area 3. For MEL, this includes the design, management, and implementation of systems to ensure quality monitoring and reporting of the project’s Activity Monitoring Evaluation and Learning Plan (AMELP) and Performance Management Plans (PMP) for core and country-level activities; development and oversight of the project’s learning agenda; support to country teams for timely and complete reporting of all monitoring, evaluation and learning data from their activities; establishing and supporting project culture and capabilities in CLA and adaptive learning. The MEL Lead will contribute to documentation and dissemination of findings, impact, innovations, and learning resulting from M-RITE activities. She will lead a team of MEL Advisors and Program Officers in this work. The MEL Lead also leads the project’s activities in Result Area 3, which has the objective to strengthen the uptake and use of data and evidence for adaptive learning; support innovation; and strengthen digital health. She is responsible for ensuring the quality implementation of core activities under Result Area 3 and ensuring that country programs have access to state-of-the art global evidence and insights related to these topic areas, in part by collaborating closely with the technical advisor for digital health. The MEL Lead is a member of M-RITE’s Senior Management Team (SMT) contributing to project vision, strategies, and management.

RESPONSIBILITIES:

Carrying out MEL Lead functions as follows
- Lead the implementation of M-RITE AMELP to guide collection, management, and dissemination of performance monitoring and evaluation data
- Lead the development and use of M&E collection and reporting systems to aggregate country level data for reporting to USAID and MKA as appropriate
- Establish the framework for indicators, data collection and reporting, and ensure alignment with the MOMENTUM suite and USAID guidance
- Support the development and implementation of a learning agenda that prioritizes learning questions, in alignment with project activities
- Oversee the planning, collection, analysis, synthesis, and dissemination of data and learning from across country programs
- Manage MEL team staff, ensuring the technical capacity of team members and technical excellence of MEL approaches
- Manage the MEL team to establish strong working relationships with in-country program staff to design collaborative M&E processes and effective learning activities
- Represent M-RITE in discussions across the MOMENTUM suite, with USAID, and other stakeholders to provide information on MEL initiatives, M-RITE achievements, and to contribute to discussion of policies that affect M-RITE activities
