Job Summary

Dominion Energy is seeking a candidate to fill the position of T&D Project Specialist II-Permitting.  The role will be responsible for efficiently recognizing and meeting project milestones based on input from the project team and oversight of a contractor responsible for the permitting application, submittal, approval, and possible extension, and close-out processes. The successful candidate will also oversee a permit tracking and reporting platform in order to evaluate permitting metrics, not limited to, quantities, permit review duration, cost, deficiencies, and extensions. By utilizing and designing these reporting systems, an ideal candidate will be able to communicate and analyze trends, concerns, and successes in the permitting process. This position is located in Norfolk, VA. 

Responsibilities:

  • Serve as single point of contact, for customer/contractor/municipality; perform due diligence to accurately determine permitting needs and responsible Design Group.

  • Form and leverage relationships between design, project management, Joint Use, Construction, contractors, and external permitting agencies; facilitate stakeholder meetings.

  • Analyze and evaluate existing process improvements to ensure quality assurance and compliance with company/regulatory standards.

  • Understand electrical designs and cost estimates from scope of work and project requirements.

  • Responsible for coordination of all permits, supporting internal and external projects/programs, and address any joint use and easement issues associated with the permits in timely manner.

  • Act as single point of contact between Dominion Energy and contractor(s) responsible for permitting, joint use and easements.

  • Assist with onboarding, provide training as needed for contractor resources to ensure consistency across the system.

  • Assist with resolutions of any quality issues with contractors, third party customers, and/or supplies.

  • Monitor work to ensure compliance with approved quality plans and procedures.

  • Assist with providing leadership skills through training, mentoring and supporting less experienced design personnel as well as interacting with other groups/departments.

  • Provide bi-monthly report-out to Dominion Energy leadership to include status of relationship with Jurisdictions, DE contractor performance.

  • Assist with interpretation and communication of company policies and procedures to customers.

  • During outage events, utilizes electronic damage assessment tools to provide data for restoration analysis and customer communication.

  • Conducts field assessment of electrical infrastructure for resource allocation and material needs, and facilitates logistics for storm response.

  • Provide design support as determined by department supervisor, utilizing ArcFM, AutoCAD, NJUNS, or other tools as appropriate.

  • Provide assistance with inspecting project sites, facilitate stakeholder meetings, and provide daily support to designers and vendors.

  • Perform other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experiences that are required for entry into this job include the following:

  • 2-3+ years of directly related experience (electric distribution/utility design; construction management), (Dominion Internal Candidates) Successful completion of the Customer Projects Designer Development Program;
