Job Description

The Power Enterprise operates SFPUC's two clean power services, Hetch Hetchy Power and CleanPowerSF.  We provide clean, affordable, and reliable electricity for thousands of residents and businesses throughout San Francisco and in seven other counties where the City has powered infrastructure.  The Retail Services team is responsible for meter and service data management, load forecasting, electric rates assignment, Wholesale Distribution Tariff compliance, compliance reporting, and a host of other operational support for Power Enterprise.

Under direction of the SFPUC Power Enterprise Retail Services Manager, the Meter and Service Data Manager is responsible for effective leadership, planning operations, and coordination of Meter Data Management functions within the Retail Services team. This role monitors, supports, plans and supervises the work of staff focused primarily on electric meter and service data management for Hetch Hetchy Power customers and facilities and for Power Enterprises’ Settlement Quality Meter Data reporting to California Independent System Operator (CAISO). This includes complex analytical work including verifying calculations, complex meter and billing configurations, and analyzing and processing large datasets of electric meter data.

The essential duties of this position include, but are not limited to the following:

  • Plans and directs difficult and detailed staff work involving highly complex meter and service data issues across thousands of meters and services, as well as customer billing issues involving data estimation, back-billing and netting of submeters.   
  • Direct and oversee the calculation and validation of determinants for monthly invoices under the current Wholesale Distribution Tariff agreement with PG&E.              
  • Direct staff on reviewing, preparing, and analyzing meter, service and billing data for customers, including financially significant services; leads or coordinates work across groups and/or with external parties to resolve issues.            
  • Plans, develops and directs the production of complex operating procedures including meter and service data management; rate assignment; projections of load and revenue for cost/benefit analysis, project planning, and budget development; and Wholesale Distribution Tariff compliance and invoice reconciliation.     
  • Ensure the accuracy of billed and reported electric usage and demand, including Time-of-Use allocations.
  • Monitor and improve meter and service data management processes to increase efficiency, accuracy, and compliance with Power Enterprise rules and regulations, CPUC guidelines and Wholesale Distribution Tariff requirements.      
  • Analyze large datasets of electric usage, demand and billing data to identify discrepancies, trends, and performance improvements, and provide actionable insights to other Power Enterprise teams and City Departments.
  • Working independently, researches, analyzes and makes policy recommendations based on financial implications and evolving regulations within the CAISO and CPUC.              
  • Generate reports for internal stakeholders and regulators.
  • Related duties as assigned.

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Seven (7) years of full-time equivalent experience
