General Summary:

Directs the activities of personnel engaged in operations and contract compliance for Dallas Area Rapid Transits (DART) Mobility Management Services (MMS) Department to meet all current and future service demands adequately and effectively in compliance with all Federal, State, and Local laws and regulations, including the Americans with Disabilities Act (ADA) of 1990. Acts as Contracting Officers Representative on Mobility Management Services contracts.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Directs, oversees, and is ultimately responsible for personnel engaged in operations and contract compliance activities. Interviews, selects, supervises, develops, trains, evaluates, counsels, and, if necessary, recommends termination of subordinate personnel in accordance with established policies and procedures and the pillars of 5 Star and Servant Leadership principles.
  • Provides direct, day-to-day leadership of division activities.
  • Provides guidance and direction concerning Paratransit, Microtransit, and Rider Assistance Programs in the daily operations of these services.
  • Ensures customer experience expectations are met by analyzing trends and receiving feedback.
  • Ensures efficient use of Contract Compliance Field Supervisor staff to make necessary changes and/or process improvements.
  • Establishes and secures approval of division programs' goals, policies, and objectives with broad latitude for decision-making. Recommends and implements procedures and policies for division operations and ensures programs comply with applicable federal, state, and local laws and regulations. They are compatible with DARTs and Mobility Management Services' mission and vision.
  • Administers purchased transportation contract(s) and acts as Contracting Officers Representative. Work with the Contracting Officer to document contractor deficiencies and any necessary action(s) when applicable.
  • Directs the planning, scheduling, monitoring, and quality of contracts for compliance. Manages oversight of contractors' policies and procedures related to DART contract requirements. Interfaces with contractor(s) regarding audit findings, accident/incident and claims investigations, customer feedback, etc. Provides technical and administrative guidance on work requirements and methods as needed.
  • Provides timely, accurate, and meaningful reporting for management review, including insights based on analytics reviewed.
  • Develops, submits for approval, and monitors the division budget. Recommends actions to correct variances. Participates in periodic budget reviews.
  • Develops scope of work, prepares solicitations, and reviews bids/proposals for purchased transportation contracts.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in Transportation Management, Business Administration, Public Administration, Transportation or Urban Planning, or related field.
  • Six (6) years of progressively responsible related management experience in a transportation, technology, customer experience, or related environment, including a minimum of six (6) years managing technical staff involved with operations, administration, reservations, technology development, or related activities as well as experience with implementation of modern mobility technology, including applications that support Mobility as a Service (MaaS).
  • Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.
  • Knowledge of budget development/analysis and operational cost factors.
  • Knowledge of departmental policies and procedures.
