Overview
The Project Controls Lead Planner is responsible for leading the Planning & Scheduling and Progress Measurement departments throughout all project phases. The Lead Planner supports the Project Management Team and is also accountable to Division Project Controls Management. The Lead Planner is responsible for schedule preparation, maintenance, and management for projects and programs. The Lead Planner drives the Project Controls scope at the project level and is also accountable for ensuring methodology and practices are consistent and aligned with company procedures. The Lead Planner is a proactive self-starter with a proven ability to work independently and efficiently. Leading and implementing continual improvement efforts and focusing on opportunities for risk mitigation is a key responsibility of this position. The Lead Planner is responsible for training and development of junior project controls personnel. As such, they must have in-depth knowledge of the Planning function.
Responsibilities
Specific responsibilities include:
GENERAL:
• Lead the project controls planning team on large and highly complex EPC projects.• Provides oversight and direction in the areas of scheduling, change management, and risk management.• Provides technical guidance for decisions by key stakeholders.• Supports development of the constructability process, (the how it’s built) & related interdependencies between Engineering, Procurement, Fabrication and Construction in support of feasibility studies.• Responsible for mentoring and evaluations of project controls personnel under their leadership.• Interacts with Operations and represents the Company in the best manner to owners, subcontractors, and their representatives.• Interpret the project contract and assist the Project Manager in its application.• Supports the development of the Project Controls Execution Plan.• Responsible for proper setup and implementation of Project Controls systems.• Attend all meetings concerning progress and schedule.• Supports the preparation of the project close-out report.• Responsible for ad hoc tasks as required by Division Project Controls Leadership.• Support development of the Work Breakdown Structure (WBS) on complex projects.• Ensures adherence to Company systems and processes.• Responsible for accuracy of project controls reports.• Actively looks for areas of improvement on project and company standards.
SCHEDULE:
• Leads coordination between the project manager, discipline engineers, construction managers, subcontractors, and the client build a comprehensive baseline schedule and narrative.• Oversees the development, maintenance, review, and analysis of the project schedule.• Maintains outstanding issues logs and coordinate follow up as necessary.• Monitor key dates, against dates defined in the main contract and any subcontracts.• Supports the resource planning effort.• Responsible for coordination with Subcontractors, communicating upcoming key dates and schedule items that may impact energy savings or project completion.• Actively communicates areas of concern to project leadership.• Recommends solutions or recovery plans for problem areas.• Responsible for addressing contractual requirements related to the schedule.
PROGRESS MEASUREMENT:
• Responsible for the proper setup and maintenance of the progress measurement system.• Responsible for quantity surveying and progress measurement, and accuracy of the associated progress reports. • Oversees project progress and prepares necessary project reports as required by the project cadence.• Accurately forecast, analyze and explain variances against monthly progress and resource utilization projections.
