Job Summary
The Data Governance Program Manager II is a key member of the data governance program team, you will be leading and establishing a portfolio of strategic and transformational data governance programs across the enterprise that establish alignment across the various local data domains. You will be collaborating and consulting with key stakeholders at all levels of the organization, including senior functional managers and executives to write and improve existing and new business and information policies that codify data quality, availability, and security expectations. You will work with Data Stewards to ensure the policies are made a reality through the Steward's data quality program. In addition, you will be developing and documenting policies and procedures about the governance process itself - How are priorities established and decisions made? How should resources be allocated to improve data quality? How are expected service levels monitored? Finally, you will help organize and run the Data Governance Council including agenda, facilitation, and follow up. These activities are a key lever to operationalizing L.A. Care's business transformation initiative and we are looking for a business minded, data savvy individual to help.
Duties
Work with senior leadership developing the charter, policies, processes, and procedures for carrying out data governance such as: Prioritize the focus and activities of data governance based on business impact analysis and aligned business priorities. Set data quality agreements with data domain stewards. Set service level agreements (SLA’s) with data domain stewards. Approve resource allocations. Manage issue escalation. Help prepare for and facilitate Governance Council meetings.
Work with Data Stewards to operationalize domain level data governance and stewardship: Ensure the development of domain specific business and information policies. Facilitate development of a domain specific data quality program including robust data remediation processes. Confirm traceability of data rules to information policies to business policies. Facilitate periodic audits to ensure data quality rules and governance policies are functioning as expected.
Collaborate with data stewards to educate, review performance, review policies, and manage issue escalation.
Broadcast enterprise-wide communications about data governance: education, issue awareness, data quality successes, policy.
Perform other duties as assigned.

Education Required
Bachelor's Degree in Computer Science or Health AdministrationIn lieu of degree, equivalent education and/or experience may be considered.Education Preferred
Master's Degree in Finance or Computer ScienceExperience
Required:
At least 6-8 years’ overall experience in either a data governance and/or data stewardship role.
At least 5+ years of proven expertise in business analysis, process analysis, and requirements elicitation.
At least 4+ years developing and writing business and/or information policies.
At least 3+ years leadership experience with large cross-functional transformation programs utilizing data management best practices.
At least 2+ years demonstrated experience with master data management, data governance, data stewardship, and/or metadata management implementations.
Preferred:
Previous health care or health insurance experience, especially in the area of compliance.
Hands on experience with Informatics' IDQ, MDM, and/ or data governance software suites.
Hands on development/leadership experience with NOSQL and Hadoop based database systems.
Skills
Required:
Proven ability to implement and enforce data governance policies, standards, and procedures through the creation of data quality standards, metrics, monitoring, and remediation processes.
Proven ability to work with technical and business architects, business owners, vendors, and C-level executives.
