How can you make a difference?
Under supervision of the Programme Specialist for Climate Change, the consultant will facilitate efficient coordination of programme preparation and implementation in Timor-Leste to contribute to the elaboration of the Climate-Social Services Regional Programme. The ideal candidate will possess extensive experience and knowledge in project coordination and climate-related initiatives, ensuring the achievement of project preparation and implementation objectives within the stipulated timeframe.
WORK ASSIGNMENT:
1.1. Coordinate and prepare for visits from Korean third-party evaluation teams (agenda, field visit briefing kits, and logistics, etc.)
1.2. Review existing climate-related data for the development of the Children’s Climate Risk Index (CCRI) and support finalization of AARC report
1.3. Tacking the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
1.4. Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
1.5. Support GCF concept note/proposal development
1.6. Continue compilation of geospatial data to inform site prioritization
1.7. Facilitate and document consultations with NDA, ministries, and communities for GCF project development
2.1. Review existing climate information systems and databases in Timor-Leste to strengthen the inclusion of child-sensitive preparedness within social services.
2.2. Draft list of project site, selection rationale and geographic targeting for both KOICA and GCF project.
2.3. Track and analyze national climate change policies, such as the NDC and NAP, to help mainstream child-responsive climate policies and actions into these framework.
2.4. Tacking the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
2.5. Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
2.6. Support compilation of national evidence, policies, and baseline data for GCF proposal
2.7. Facilitate and document consultations with NDA, ministries, and communities for GCF project development
3.1. Support TLCO focal points in facilitating consultations with relevant national stakeholders to obtain approvals for infrastructure-related activities
3.2. Draft 2026 Annual Work Plan
3.3. Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
3.4. Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
3.5. Support GCF concept note/proposal development
3.6. Facilitate and document consultations with NDA, ministries, and communities for GCF project development
4.1. Support the preparation of Annual financial and technical reports, and compile progress updates from each sector
4.2. Support finalization of 2026 Annual Work Plan
4.3. Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
4.4. Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
4.5. Support GCF concept note/proposal development
4.6. Facilitate and document consultations with NDA, ministries, and communities for GCF project development
5.1. Prepare a lessons-learned brief and checklist for 2026 implementation
5.2. Provide technical support on awareness raising and behavior change in Climate Smart Social Services
5.3. Prepare monthly report on the project preparation and project implementation progress, challenges, and proposed solutions to UNICEF country office.
5.4. Support monthly EAPRO and TLCO climate progress meetings and ensure timely follow-up on agreed action points.
5.5. Support GCF concept note/proposal development
5.6. Facilitate and document consultations with NDA, ministries, and communities for GCF project development
