About the Position:

The A Central Computerized Enforcement Service System (ACCESS) Section provides Federal Bureau of Investigation (FBI) required user, Originating Agency Identifier (ORI) and device management, training, and performance auditing for all terminal agencies and users (criminal justice agencies, non-criminal justice agencies, and users that use the ACCESS system) within Washington state.  Staff members act as subject matter experts for the Section providing education, audits, guidance and interpretation based on the federal standards.  They manage and validate certified users and agency ORI and devices ensuring appropriate usage and security for the terminal agencies and devices.  This position supports the mission by managing the program standards of system security, personnel security, training certifications, performance auditing, and providing subject matter experts for our criminal justice and non-criminal justice users.  It supports positive solutions for terminal agency compliance to the applicable federal standards.

This position interacts with state, city, county, federal, and tribal criminal justice and non-criminal justice agencies.   This position provides the tools for user agencies to meet the requirements of their agreement with the WSP to use the ACCESS terminals and for NJCA access to CHRI.  The standards are provided by the FBI.  This position provides the audit, training, and user management to effectively use the terminals and NCJA agencies in compliance with the FBI standards.

Examples of duties

Our new teammate will be able to:
  • Conduct on-site and telephonic audits based on State and Federal Bureau of Investigation (FBI) standards of criminal and non-criminal justice agencies to ensure state and federal compliance to standards. 
  • Prepare, conduct, report to agency executive management, and follow up on ACCESS business, non-criminal justice, and N-DEx audits. 
  • Audit against FBI/State standards related to the use of criminal justice information, submission of fingerprints to the state and FBI.
  • Review criminal history logs and report to terminal agencies their compliance issues and ratio prior to their business audits.
  • Conduct new agency informational audit and site security assessments.
  • Ensure all user training records are properly recorded and maintained within the Nextest application. 
  • Research and work with agencies to verify they meet the requirements to be certified as a criminal justice agency and coordinate this effort with FBI legal staff.  
  • Attend as a committee member and subject matter expert, workgroups for protection order forms changes, FBI NICS changes, and/or legislative changes upon request.
  • Respond to customer requests via the ACCESS Email box, work orders, regular email, and telephone.
  • Run and provide technical reports on system usage and records requests as requested.
  • Research and provide interpretations for user agencies on topics related to ACCESS usage, including coordinating with the FBI legal staff, audit
