UW–Stout Polytechnic (UW-Stout) seeks an International Programs Director for a transnational education (TNE) Program. Beginning as a part-time, benefits-eligible, remote appointment, the position will transition to full-time as enrollment and operational responsibilities expand. The position will provide operational leadership for the implementation, administration, and continuous improvement of the partnership.
The Director provides on-the-ground operational leadership for UW–Stout's TNE program overseas, serving as the university's primary operational liaison with its overseas partner. The Director monitors program implementation, facilitates institutional communication, identifies emerging opportunities, operational challenges, and potential risks, and advises UW–Stout leadership on matters affecting the successful implementation, long-term sustainability, and strategic growth of the partnership.
QUALIFICATIONS
Minimum / Required
- Master's degree or higher in higher education, comparative education, international education, or a related field.
- Demonstrated experience advising, consulting on, or coordinating the development, implementation, and ongoing operation of transnational education (TNE) partnerships involving U.S. and overseas institutions, including collaboration with senior university leaders, institutional governance, faculty engagement, student mobility, and cross-border program operations.
- Professional proficiency in spoken and written English and at least one East Asian language.
- Ability and willingness to maintain primary residence in the United States, undertake substantial and recurring travel overseas, and obtain and maintain all documentation necessary for such travel and the performance of assigned institutional responsibilities.
- Demonstrated ability to work independently and effectively in a remote, cross-cultural environment.
Highly Desired/Preferred
- Experience developing and implementing international student recruitment, admissions, yield, and enrollment strategies for transnational education, dual-degree, or international academic programs.
- Experience developing partnerships with government agencies, nonprofit organizations, employers, or industry to support international education, applied learning, or workforce development.
- Experience planning and administering externally funded international education initiatives, government-sponsored programs, or grants.
- Experience supporting quality assurance, assessment, accreditation, or continuous improvement initiatives for transnational or international academic programs.
RESPONSIBILITIES
Program Coordination and Governance Support (40%)
- Lead operational implementation of the TNE program in accordance with the approved partnership agreements.
- Coordinate and facilitate TNE meetings, communications, and follow-up activities.
- Serve as the primary operational liaison between UW–Stout and overseas partner leadership, faculty, and program teams, to foster cross-institutional (faculty, staff, student) success.
- Monitor operational, regulatory, and partnership-related risks affecting the TNE program and communicate significant issues and recommended responses to UW–Stout leadership.
- Lead continuous assessment and quality improvement efforts associated with the TNE program.
Faculty Coordination and Support (15%)
- Collaborate with the Dean and Department Chairs regarding faculty selection, scheduling, and participation at overseas partner institution, and document for accreditation purposes.
- Oversee faculty onboarding and promote instructional continuity.
- Manage the identification, organization, and distribution of instructional materials to support locally delivered coursework.
