Dallas College is seeking an enthusiastic and motivated researcher with data analysis skills to support our industry alignment and economic development work. The incumbent will be responsible for creatively analyzing and visualizing local economic data, and who is interested in developing relationships with industry partners to produce relevant maps, reports, and dashboards. This researcher should have the ability to effectively communicate ideas about economic development, the local labor market, and import socio-demographic variables. The Spatial Data Manager will report to the Senior Director, Labor Market Intelligence Center.
Required Knowledge, Skills, and Abilities
Ability to report on emerging and historical trends in the local economy, particularly as they relate to key industry focus areas for Dallas College.
Skilled in building and strengthen relationships with community partners to Dallas College through the presentation and analysis of data to answer the needs of the college, our students, and our community.
Knowledge of the purpose of community colleges and the vision of Dallas College.
Ability to identify and address opportunities and challenges that arise because of Dallas College’s current transition to one college.
Ability to design and preparing graphic representations of GIS data, using GIS hardware and/or software applications, related to workforce and economic development.
Ability to analyze data related to local economic development, including identifying trends and patterns in labor force development, educational system outcomes, and job growth.
Ability utilizing data to communicate to the satisfaction of clients or project partners.
Knowledge of geospatial data building, modeling, or analysis, including advanced spatial analysis, data manipulation, or cartography software.
Knowledge of the Dallas-Ft. Worth economy, including employer and workforce needs and challenges.
Ability to analyze multi-layered problems and propose solutions through data analysis.
Experience in analyzing GIS data to identify spatial (multi-dimensional) relationships or display results of analysis, using maps, graphs, or tabular data.
Knowledge of compliance with pertinent state and federal laws and regulations.
Knowledge of current research and policy recommendations as well as state and national initiatives related to improving economic mobility and opportunity for underserved populations.

Minimum Qualifications
Bachelor’s degree in related field. Master’s degree preferred.
Experience communicating findings from research using data visualization to wide audiences.
Experience with creating maps in a desktop GIS platform such as QGIS or ArcGis Pro.
Experience with creating online maps and dashboards in an online data visualization platform, such as PowerBI, ArcGis Online, or Tableau.
Experience with Python, including libraries such as geopandas, fiona, shapely, and folium.
Experience with a SQL language such as SQLite, T-SQL, or pgSQL.
Bilingual or multilingual preferred.

Key Responsibilities
Develops data visualizations, including presentations, dashboards, and maps of economic data points relevant to Dallas College, industry partners, and external Economic Development stakeholders.
Uses spatial or non-spatial databases to create maps, visuals, and reports.
Responds to requests from internal partners to create visual materials for grant proposals.
Coordinate with internal and external stakeholders in the Industry Strategy working groups to identify and respond to requests.
Creates maps, charts, and graphics to communicate ideas.
Creates online dashboards and web map tools.
