Job Description
PURPOSE SUMMARY. Under the supervision of the Operations Manager, responsible for the operation and maintenance of CRRUA’s water and wastewater treatment plants, wastewater laboratory, and composting systems. Provide technical oversight and support for multiple treatment plant operations, supervise, and oversee CRRUA and contract personnel who perform operations and maintenance (O&M) duties. This position requires availability for responding to emergency situations on a 24-hour basis.
ESSENTIAL DUTIES.
Assign daily plant operating and maintenance functions.
Perform analysis of instrument readings, data, operations records, and reports.
Monitor and assist the Operation Manager ordering treatment chemicals, laboratory chemicals, and supplies necessary for departmental operations.
Supervise and assist with the operation and maintenance of water and wastewater treatment facilities including inspecting and repairing equipment, cleaning facilities, and recording equipment operations.
Ensure that all operations are conducted in compliance with safety practices and provide training for all personnel.
Ensure all required testing is performed and correctly adhering to the Environmental Protection Agency (EPA) and New Mexico Environment Department (NMED) strict guidelines.
Oversee the operations of lift stations, collection systems, wells, booster stations, distribution systems, and laboratory and sludge operations, including testing of solids to dispose of at landfill.
Monitor all updates on preventative maintenance programs to enhance the longevity of equipment and facilities.
Ensure all required permits and testing are performed correctly adhering to the Environmental Protection Agency (EPA) and New Mexico Environment Department (NMED) strict guidelines.
In the absence of the Operations Manager, may oversee construction projects.
Assist with administrative tasks including budget preparation, operational reports, and management of personnel and other resources.
Participate in the development and implementation of goals, objectives, policies, and procedures for the department.
ADDITIONAL DUTIES. Other related duties may be assigned.
QUALIFICATIONS.
A. Education. Associate’s degree in water technology or related field.
B. Experience. Five (5) years of experience in water and wastewater facility operations providing extensive knowledge of biological processes, equipment, tools, physical operations, and methods used in inspecting, cleaning, operating, and maintaining water and wastewater facilities. Two (2) years of supervisory experience required. Bilingual is preferred.
C. Education/Experience substitution. In accordance with CRRUA policy.
D. Licenses/Certifications. Must have a valid Driver’s License and maintain a satisfactory driving record in accordance with CRRUA policy. NM Water Level IV and Wastewater Level IV certification or the ability to obtain Level IV Certifications within one (1) year.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass a background and driver’s license check.

Management principles and practices, office administration, budget preparation strategic planning, and resource allocation.
Federal, state, and local regulations, laws, and codes pertaining to utilities.
Performance measurement techniques, and leadership techniques.
Occupational hazards and safety practices related to water and wastewater systems.
Skills in:
Planning, developing, organizing, implementing, coordinating, and controlling functions of technical trades, labor, and staff engaged in diverse programs and projects to ensure and improve effectiveness and efficiency of the division.
Impartially and firmly exercise delegated authority through subordinate supervisors to enforce personnel and safety rules and regulations.
