Construction Deputy Director

The Construction Directorate is seeking to hire a Deputy Director to provide strategic leadership and oversight of construction management, subcontractor execution oversite, and work control functions. This position serves as a key member of the directorate leadership team, partnering directly with the Director to ensure safe, and efficient delivery of construction activities in alignment with organizational priorities and mission objectives. The deputy director will represent Construction Management to drive integration across planning, execution and oversight functions.

Key Responsibilities:

Leadership and Strategic Management:

• Act as a surrogate for the Director, representing them internally and externally, and provides strategic and tactical planning direction for construction project execution.
• Serve as a senior advisor to management on construction performance, fosters stakeholder relationships, and develops long-range plans and budgets for construction activities.
• Translate strategic objectives into actionable plans, simplifying processes, eliminating unnecessary complexity, and reinforcing a graded, risk-informed approach to work planning & execution. 
• Provide comprehensive guidance and oversight for all construction activities, ensuring adherence to safety, environmental, security, schedule, budget, and contractor management standards.
• Lead and develop managers and supervisors, establishing clear expectations, accountability, and a culture of safety, performance and continuous improvement.

Project and Program Oversight:

• Provide oversight of construction projects and programs to ensure alignment with scope, schedule, budget and performance objectives. 
• Ensure effective oversight of contractor execution and interface management, driving accountability, coordination, and timely issue resolution. 
• Monitor program performance, identify risks and trends, and implement corrective actions.

Environmental, Safety, and Quality (ES&H) Leadership:

• Demonstrate strong ES&H leadership by consistently enforcing policies, implementing requirements, and emphasizing safety for employees, equipment, and property across all construction activities.
• Take immediate action on unacceptable ES&H conditions/behaviors, ensures proper procedures, training, equipment, warnings, and tools are provided for safe construction work, and fosters an environment where employees can safely raise and resolve ES&H issues.

Financial and Resource Management:

• Responsible to ensure construction maintains schedule, budget, and meets project milestones. 
• Responsible for managing the Directorate’s indirect budget, ensuring effective planning, forecasting and control of resources in alignment with organizational priorities. 
• Responsible to ensure sufficient resources and manpower to support construction schedule. 

Policy, Compliance, and Risk Management:

• Establish and enforce policies to ensure effective operation for construction objectives, ensuring compliance with all federal, state, and local construction codes and regulatory requirements.
